So Canonical said they were getting rid of 32-bit packages from Ubuntu 19.10. Then Valve said they wouldn't support Ubuntu 19.10, gamers, WINE, Ubuntu Studio, and many many others said that this was a bad idea.
From there, Canonical said they were changing their strategy and would be maintaining 32-bit packages. Only critical packages that are used all the time will be maintained through Ubuntu 20.04 LTS.
Finally, Valve have said that they welcome this reversal of course from Canonical and they believe they can support Ubuntu going forward.

In case it isn't clear:
* Install the Windows version of UT99. Either through Steam, through Lutris/GOG, or through WINE.
* Download the latest release from OldUnreal https://github.com/OldUnreal/UnrealTournamentPatches/releases
* Extract the .tar from OldUnreal in the install directory of Unreal Tournament
* Change the launch parameters of Unreal Tournament (in Lutris or whatever) to launch /System/ut-bin
* Play!
