Reading weeds is more of an art than a science and sometimes they can give you a "false positive".
Rest assured the berms are not compacted one bit! However, when you dig into a compacted soil guess what? There are going to be seeds left there from previous seasons. Knowing this will be the case you do your best to seed the berms with what you want to grow there first. We did that. But you cannot get all the native seeds out of the soil, if you know how drop a comment. So there will be native grass, "weeds" etc etc.
Beyond that, since when as permaculturists are we in the business of not allowing a natural system to complex? It's the entire point of the exercise isn't it?

This video shows some of the progress we have made with planting the swale berms with trees and shrubs. Some of the swales are holding water and some of them are dry.
The 800 trees that have gone in are persimmon, paw paw, pecan, choke berry, elderberry and false indigo. We have put in some raspberry, potatoes, peppers and even some tomatoes we had left over from the main crop.
The cover crop is starting to come up but it is hard to see so it is not in the video. It consists of yarrow, bergamot, lemon balm, and a couple of others.
Since the video was shot a few fruit trees have arrived and they have been planted in the berms as well. A couple of apples and cherry trees.

Summer has given way to Autumn and the rain now exceeds evaporation. It's time to take a look at the swale system and also a walk around the raised bed garden as it begins its inevitable segue into winter. After heavy rains over the last week the swales are once again full. The temperatures are now averaging in the fifties and the sun is low in the southern sky. This is the time to chop and drop here in the Ozarks!
