When I say " You cannot block an FM signal ", what I am doing is comparing an FM terrestrial radio signal with a Satellite signal. You cannot block out an FM signal by simply putting your hand over an FM antenna. However, you can block a Satellite signal (Satellite radio, TV, GPS).
