The main line of defense against this problem with a use hot tub is the pipe flush/line flush procedure. This is the process that strips biofilm from the inside of the plumbing lines which is where most of the bacteria in a spa resides.
From a technical stand point, approach buying a used hot tub like buying a used car - there are good models of hot tubs and bad models of hot tubs, ancient ones and ones only a few years old. Choose wisely to limit your chances of having a problem. You should also consider the individual replaceable components and their current condition. A dry pool floor would allow the liner to move more freely into place with the vacuum on and less manual manipulation. From https://www.swimmingpoolsteve.com/pages/bd-review.html - The inground pump series from Black + Decker (1.5hp, 2hp and 3hp) all have the ability to rotate the keypad / control pad in a 360 degree orientation simply by removing two Phillips screws that are holding the control pad in place. Do take note of the placement of the gasket underside of the keypad as it might displace when you remove it. If the gasket displaces, you have to be sure it is reset properly in position. It might be helpful to use a silicone based lubricant as this will help the gasket to be more effective, have a longer service life and also the silicone helps it to stay in place in the grove in the top of the pump. Be sure to turn off the breaker supplying power to your pump before attempting to rotate your keypad.
