February 3, 2009 – Allan Nairn – The Scott Horton Show – Episode 754
Allan Nairn, author of the article "The Torture Ban That Doesn't Ban Torture" on Counterpunch.org, discusses the Executive Order that does indeed ban torture under limited and specific conditions, how torture under U.S. auspices is legal if the work is outsourced to foreigners, the possible complicity of human rights groups in allowing the continuation of extraordinary renditions and the alarming history of Dennis Blair, Obama's new national intelligence director.

Roy Gutman discusses Syrian President Assad’s desperate attempt to stay in power by allowing Kurdish autonomy; evidence that Syria’s rebels are not funded, armed and controlled by foreign powers (contrary to conventional wisdom); and claims that al Qaeda in Iraq members are on the Syrian government’s payroll and have no role in the rebellion.

Kahn network (that may have supplied al-Qaeda with weapons), evidence of the U.S. scheming to start a war with Iran as early as December 2001 and what living in a police state really looks like.

David Enders, freelance journalist and author of Baghdad Bulletin, discusses why US combat troops will finally withdraw from Iraq this year (even if “advisors” and CIA/counterintelligence assets are staying long-term); Iraq’s broken infrastructure and authoritarian government – the legacy of eight years of occupation; why Iran and Iraq are natural allies with much in common; and how Iraq’s foreign policy is influenced by the large number of refugees still living in Syria.

Ray McGovern, former senior analyst at the CIA, discusses the supplanting of the traditional press (Fourth Estate) by borderless internet journalism (the "Fifth Estate"), the New York Times' "attaboy" reward from the White House for its deference to government authority, the media's new discovery that other countries sometimes have different priorities than the U.S., the plethora of information in the Afghan War Diary that will aid Iran war boosters and why the Taliban seem to be waging a very successful insurgency.

Journalist Franz-Stefan Gady joins Scott to discuss his recent article, “How the ‘Deep State’ Stopped a US President From Withdrawing US Troops From Korea”, about President Carter’s efforts to demilitarize and denuclearize the Korean Peninsula, before being stymied by an intelligence report claiming that North Korea’s military was much stronger than previously thought. Once the report made its way to congress, Grady explains, there was very little political will to follow through with Carter’s wishes, and he was only able to see through a small troop withdrawal. Grady applauds this reduction as a good thing, but thinks that removing the remaining troops too hastily would be a mistake. He explains that U.S. troops mainly act as a “tripwire,” ensuring that if the North were to attack, America would sustain casualties, and would have to respond militarily. This deterrent acts as a stabilizing force against North Korean aggression. Gady supports efforts at diplomacy, but ultimately is skeptical we will see a lasting peace.
Franz-Stefan Gady is a Senior Editor at The Diplomat and a Senior Fellow at the EastWest Institute. He has reported from all over the Middle East. Follow him on Twitter @HoansSolo.

Meryl Nass, practicing physician and blogger on anthrax-related issues, discusses the one-third of Gulf War veterans with Gulf War Syndrome, the re-instituted requirement for soldiers to accept potentially dangerous anthrax and small pox vaccines, why the VA's typical treatment for Gulf War Syndrome is to prescribe psychiatric drugs, tests on depleted uranium that discovered an unsafe mix containing radioactive isotopes, the lack of evidence in the FBI's conclusion that Bruce Ivins was behind the 2001 anthrax mailings, previous attempts by the FBI to harass and intimidate Ft. Detrick lab employees and why FBI agents seemed to purposely spend all their time and resources pursuing the wrong avenues of investigation.
