Kaiser Dragon has a huge variety of attacks, and he does them often. He has 195,000 hit points total (3 changes of 65,000 hit points each), but it really isn't that much if you have someone Quick chain 2 turns with Master's Scroll/Genji Glove (Edgar) or 2 turns Dualcasting Ultima (Shadow). I recommend starting by buffing your party with Hastega and Float all over. You can then abuse Quick quite effectively, giving you many opportunities to do massive damage to Kaiser Dragon before he can hurt you.
