With governments focused on finding ways to provide relief for businesses around the continent, the challenge of who do help the informal sector of the economy should be foremost in an governmental relief plans.
As much as 80% of employment in Africa is in the informal sector, In many countries the sector is larger than the formal economy. Across the continent it contributes as much as 50% of GDP in the aggregate.
So what now? What do the hawkers, sweets sellers, hair platters, nail salons or barbers do? Many are in the informal sector by choice, not all, but many, as the sector is not taxed or licensed and has not state oversight. This lowers barriers to enter the marketplace for those who lack the means to enter the formal sector.
Governments across Africa MUST address this NOW. How? Use soccer (football) stadiums or school grounds (they are all closed now anyway) to set up temporary markets where authorities can ensure social distancing, where practical. This will not help hairdressers and traditional healers but it is a start.
