Speaking in Parliament in support of the Constitution (Scheduled Tribes) Order (Amendment) Bill 2022, MP Raju Bisht requested the government to expedite the process of restoring the Scheduled Tribes status of the 11 missing Gurkha groups.
MP Raju Bisht presented the facts on how the inclusive leadership of the Hon'ble Prime Minister Shri Narendra Modi and his vision of "Development for All, with All" has ensured the development of the tribal areas and the welfare of the tribal communities.
Explaining our area, Darjeeling Hills, Terai and Dooars have always been governed by separate administrative units as applied to the tribal areas, and the Gorkhas were originally recognized as 'Hill Tribes', MP Raju Bisht said. The area was administered as a Scheduled Area from 1874-1919, Backward Tract from 1919-1935, and a partially excluded area from 1935-47. He added that these provisions were applicable only to the tribal areas till 1947 and it was also applicable in our area as the Gorkhas were considered as 'Hill Tribes' till independence.
He informed the House that in the new post-independence constitution, the status of 'Hill Tribes' of the indigenous community marked under the umbrella of the word 'Gurkha' was abolished without any consultation with the local tribes.
Acknowledging this historic error, the Indian government has formed several committees to grant Scheduled Tribes status to the remaining 11 Gurkha castes - Bhujel, Gurung, Magar, Newar, Jogi, Khas, Rai, Sunuwar, Thami, Yakkha and Dhimal. However, there has been unnecessary delay in restoring the tribal status of these 11 missing Gurkha castes.
He informed the House that due to the policy of open border between India and Nepal, most of the Indian Gorkhas are discriminated against as 'citizens of Nepal'. Therefore, I urge the House and the Government to expedite the process of restoring the status of these 11 missing Gurkha castes as Scheduled Tribes. Spokesperson Raju Bisht has full confidence.
