Only 12 percent of Americans now approve of the job Congress is doing. Despite that, incumbents are overwhelmingly re-elected. Eighty-six percent of them survived the 2010 elections for the House of Representatives. That's not much of a surprise when you consider that 80 percent of House districts are safe for one of the two major parties and 62 percent of incumbents face no primary challenge at all. No wonder many Americans feel those who "represent" them in Washington don't really represent them at all. A new organization, the Campaign for Primary Accountability, is trying to level the playing field and to restore real representation by making incumbents more accountable to citizens. Its efforts have won praise across the political spectrum and condemnation from fans of the status quo. But it is not alone. Mark Meckler, a founder of the Tea Party Patriots, is launching a new effort to change American elections for the better.

The United States government practices surprisingly comprehensive surveillance of air travel, amassing data about the comings and goings of all Americans who fly. Travel expert Edward Hasbrouck has been researching travel surveillance for many years. His findings reveal a stunning level of government surveillance, control of the traveler, and intrusion into commercial travel IT systems.
By April 2, the Transportation Security Administration will either have begun a public comment process on its policy of putting travelers through imaging machines that can see under their clothes, or it will be in clear violation of a D.C. Circuit Court of Appeals ruling requiring it to do so. Ginger McCall of the Electronic Privacy Information Center has been handling the litigation that prompted the court's ruling, and she will assess the proposed regulation or discuss her renewed efforts to bring the TSA within the law.

"What do you think of burglarizing an FBI office?" That was the question a mild-mannered physics professor at Haverford College privately asked a few fellow antiwar activists in late 1970. Soon, as part of an unlikely band calling itself "the Citizens Commission to Investigate the FBI," he did just that. On March 8, 1971, the group broke into a Bureau branch office outside of Philadelphia, seeking evidence for what they'd long suspected: that Hoover's FBI was engaged in a secret, illegal campaign of surveillance and harassment of American citizens. The documents they found revealed massive abuses of power and helped lead to new legal checks on domestic surveillance.
As a young Washington Post reporter, Betty Medsger was the first to receive and write about the secret files. Now, 43 years later, in The Burglary: The Discovery of J. Edgar Hoover's Secret FBI, she reveals the never-before-told full story of that history-changing break-in, bringing the activists into the public eye for the first time. It's a riveting story, and one that, in the wake of last summer's Snowden revelations, could hardly be more relevant today.

The Cato Institute seeks to raise awareness about the Jones Act and lay the groundwork for the repeal or reform of this outdated law.
Since 1920 the Jones Act has mandated that the sea transport of cargo between U.S. ports must be performed by vessels that are U.S.-built, U.S.-owned, U.S. flagged, and U.S.-crewed. Justified on national security grounds, the law was meant to ensure a strong maritime sector to bolster U.S. capabilities in times of war or national emergency. These envisioned benefits, however, have proved illusory while the Jones Act has imposed a very real and ongoing economic burden. Despite this, the law survives thanks to well-connected supporters and ignorance of the Jones Act and its costs by the general public.
The Cato Institute aims to shake up this status quo by shining a spotlight on the Jones Act’s myriad negative impacts and exposing its alleged benefits as entirely hollow. By systematically laying bare the truth about this nearly 100 year old failed law, the Cato Institute Project on Jones Act Reform is meant to raise public awareness and lay the groundwork for its repeal or reform.
