It's a scandal that is continuing. The number of cases of vehicles going back has not decreased despite awareness of this and intervention by the Lords. The problem lies in the PIP assessment, with a limit of 20 metres to qualify for a car. In DLA it was 50 metres. It's not just a matter of losing money, when you don't qualify for 12 points high rate PIP, it then leaves you with no vehicle for mobility - in most cases, this will prevent someone from going to work.
