In 2004, Former CIA Deputy Chief of the Bin Laden Issue Station (Alec Station), Michael Scheuer, sent an anonymous letter to the Senate-House Inquiry for 9/11, which showcased ten points that pre-9/11 intelligence, mainly NSA, were not shared with his agency. Scheuer blames "bureaucrats" and "inexperienced staffers" for the intelligence failures. However, his unit back in 1996 were also withholding information from the FBI.

The Joint Inquiry into Intelligence Community Activities before and after the Terrorist Attacks of September 11, 2001 is the official name of the inquiry conducted by the Senate Select Committee on Intelligence and the House Permanent Select Committee on Intelligence into the activities of the U.S. Intelligence Community in connection with the September 11, 2001 attacks. The investigation began in February 2002 and the final report was released in December 2002.
The Joint Inquiry received testimony from the Director of Central Intelligence and the Directors of the Federal Bureau of Investigation and the National Security Agency, and also examined the records of these agencies, to determine what the Intelligence Community knows now about the September 11 attacks. FBI Director Mueller described efforts by the U.S. intelligence and law enforcement communities “to find out everything we could about the hijackers and how they succeeded.”

I read from the FBI's Office of the Inspector General (OIG) report which was publicly released in June 2006. In this section of the chapter, the discussion involves the FBI detailees to the CTC who had access to CIA cable traffic and could read the cables that discussed Khalid al-Mihdhar’s U.S. visa, the surveillance of the meetings of al Qaeda operatives in Malaysia, Nawaf al-Hazmi’s subsequent travel to the United States, and the Khallad identification from the Kuala Lumpur photographs.

Between 2002 and 2004, both the 9/11 Congressional Inquiry and the 9/11 Commission examine the NSA’s intercepts of various calls made by the hijackers to an al-Qaeda communications hub in Sana’a, Yemen. The 9/11 Congressional Inquiry refers to several of the calls and gives an idea of the content of some of them. But it does not mention those made by Nawaf al-Hazmi and possibly other hijackers from the US after the USS Cole bombing, which are only disclosed later in the media. However, this section of the Inquiry report is heavily redacted so most details remain unknown.
NSA Director Michael Hayden testified three times in secret on June 18, June 19, and July 18 in 2002, but little is known about what he said, as not much information is disclosed in the media and many sections of the Inquiry’s final report about the NSA are heavily redacted. The NSA would continue to deny they had any information which could have prevented the 9/11 attacks from happening. However, former senior executive, Thomas Drake, would state that the NSA had collected so much intelligence that they alone could have stopped the attacks from even happening.
