After obtaining the Silver Wing from an old man in Pewter City, go to Whirl Islands and go downhill to the deep underground lake of the area. Once there, Lugia will be in front of the waterfall. Save your game before you interact with it. Lugia is on Level 70. Its signature move is Aeroblast, which has a high critical hit ratio. Since you’re inside a cave, Dusk Balls would be recommended to capture the opponent.

Slowbro will paralyze opponents using Body Slam then using Amnesia and Curse to become much more defenseful. All 5 opponents know Psychic, a move that can lower the target’s Special Defense stat.
