Powerfuel Portland Energy Recovery Facility - Air Emissions & Climate Change

What Powerfuel is proposing is not an old school, mass burn incinerator.

This project will use the latest technologies to ensure the highest standards of environmental performance.

Over 40 similar facilities already operate in the UK and the technology is constantly improving.

In December 2019, new emission standards for new and existing plants came into force in the UK.

These are the tightest ever standards, further tightening what are already very strict emission limits and ensure that plant will use the Best Available Technology.

Many major cities across the World, and a number of port locations, host such technology, including Vienna, London and Copenhagen.

They do not deter tourism. Despite using the latest technology, the production of some emissions from the process is unavoidable. A large proportion of the plant is dedicated to capturing air emissions in the exhaust.

The ERF is fitted with a series of abatement plant to clean the flue gases.

There are likely to be several levels of protection; (1) Electro-static precipitator and (2) a Baghouse (both to collect airborne particles) (3) Activated Carbon and (4) Lime (both to remove pollutants). All of the emissions will be reduced to levels that are categorised as “insignificant” for impact on people, plants or animals. For example 99.9% of particulates will be captured. Given the advantages of the local climate, no plume will be visible on 99.5% of days (only on extremely rare particularly cold days). When considering climate change impacts, the plant is a much lower carbon option than the alternatives of landfill or long-distance export.

Powerfuel is committed to making this facility a “Net-Zero Project” – and will offset the lifetime emissions from the plant making this a carbon neutral development for its whole life.

We think this is appropriate in the era of climate emergency.

Offsetting can be “policed” by Dorset Council and carbon neutrality will be delivered with verified emission reduction projects and tree planting. Modern Energy Recovery Facilities are strictly monitored by the Environment Agency which inspects facilities regularly and tightly enforces regulations.

Plants must comply with all applicable legislation including the control of emissions.

They can only operate with an Environmental Permit from the Environment Agency under the Pollution Prevention and Control regulations, and operators must continuously monitor in real time and report emissions from the plant. It is a criminal offence to fail to comply with t
