The Role of Climate Change on Water Institutions in the Western Americas: Justice Gregory Hobbs of the Colorado Supreme Court addresses the role of climate in shaping water history, culture, policies, laws, and institutions in the western Americas. He draws on paleo-hydrological work in Peru and the southwestern United States as a framework for exploring adaptation of contemporary water policy and law, with concentration on the Colorado River Basin. Conversations host Harry Kreisler welcomes military strategist Stephen Biddle of the Council on Foreign Relations for a discussion of the Iraq War. Biddle analyzes the changing strategy of the U.S., speculates on the implications of the conflict for long term strategy, and assesses the possible changes in the military resulting from the failures in Iraq. He compares the Iraq and Vietnam War and analyzes future threats confronting the military.
