Consumer Expenditures: New Measures and Old Motives

Changing consumer choices have built microchip factories where cotton fields used to be and have doomed cities from New Bedford to Detroit, while the impact of these choices on jobs and tax revenues has stimulated the creation of models of consumer behavior. Even finely tuned econometric models, however, have not served well as guides for policy choices, for they have relied chiefly on data for the Great Depression and the Cold War era or on biased budget surveys. Stanley Lebergott here provides the way to greater realism with new data for the entire twentieth century, including the decades of peacetime prosperity. The new measures also permit moving from the level of the nation to the state.Analyzing our interest in individual economic well-being, Lebergott argues that consumer expenditure provides a better guide than the usual data on money income before tax. He also challenges continued reliance on a single consumption function in macro models. In other essays he uses the new data to demonstrate that the supposed flawed prosperity of the 1920s was not responsible for the Great Depression; points out the limitations of the usual consumer budget surveys; and contrasts the role of age, nativity, and other factors in creating interstate differences. In November 1993, the largest public housing project in the Puerto Rican city of Poncethe second largest public housing authority in the U.S. federal systembecame a gated community. Once the exclusive privilege of the city's affluent residents, gates now not only locked undesirables out but also shut them in. In Locked In, Locked Out, Zaire Zenit Dinzey-Flores shows how such gates operate as physical and symbolic ways to distribute power, reroute movement, sustain social inequalities, and cement boundary lines of class and race across the city.In its exploration of four communities in Poncetwo private subdivisions and two public housing projectsLocked In, Locked Out offers one of the first ethnographic accounts of gated communities devised by and for the poor. Dinzey-Flores traces the proliferation of gates on the island from Spanish colonial fortresses to the New Deal reform movement of the 1940s and 1950s, demonstrating how urban planning practices have historically contributed to the current trend of community divisions, shrinking public city spaces, and privatizing gardens. Through interviews and participant observation, she argues that gates have transformed the twenty-first-century city by fostering isolation and promoting segregation, ultimately shaping the life chances of people from all economic backgrounds. Uncle Toms Cabin and the Reading Revolution explores a transformation in the cultural meaning of Stowes influential book by addressing changes in reading practices and a shift in widely shared cultural as-sumptions. These changes reshaped interpretive conventions and generated new meanings for Stowes text in the wake of the Civil War. During the 1850s, men, women, and children avidly devoured Stowes novel. White adults wept and could not put the book down, neglecting work and other obligations to complete it. African Americans both celebrated and denounced the book. By the 1890s, readers understood Uncle Toms Cabin in new ways. Prefaces and retrospectives celebrated Stowes novel as a historical event that led directly to emancipation and national unity. Commentaries played down the evangelical and polemical messages of the book. Illustrations and childrens editions projected images of entertaining and devoted servants into an open-ended future. In the course of the 1890s, Uncle Toms Cabin became both a more viciously racialized book than it had been and a less compelling one. White readers no longer consumed the book at one sitting; Uncle Toms Cabin was now more widely known than read. However, in the growing silence surrounding slavery at the turn of the century, Stowes book became an increasingly important source of ideas, facts, and images that the children of ex-slaves and other free-black readers could use to make sense of their position in U.S. culture.

What emerges is a new understanding of the book at once as a material good, existing within the economies of buying, selling, giving, and receiving; as an object of reverence and a medium for the performance of reading; and as an organizational system for word, sound, and image.The product of extensive archival research, The Pilgrim and the Bee brings together the disciplines of book studies and performance theory to reconsider the literary history of early America. Brown focuses on the reader's body, carefully studying reading practices during the first three generations of English settlement, with particular emphasis on the way such practices operated in the social rituals of the Massachusetts Bay Colony. Understanding Puritanism as a style of piety predicated on access to texts, he describes a canon of texts (devotional steady sellers) that, with the Bible, served as conduct literature for pious readers. By looking at these and the first recording instruments, the stereoscope, and speaking machines, the authors show that scientific instruments first made their appearance as devices used to evoke wonder in the beholder, as in works of magic and the theater.The authors also demonstrate that these instruments, even though they were often tricks, were seen by their inventors as more than trickery.
