The man or woman who modifies a motor vehicle to emit noise in excess of that which is restricted by the legal, compliant, original muffler installed on said vehicle by the manufacturer (OEM) for the protection of the general public and having modified said vehicle then proceeds out onto a public roadway and uses this illegally LOUD modified motor vehicle to destroy the quality of life, recklessly endanger the health and welfare, violate the civil rights of the American citizen…this man or woman is a narcissistic, irresponsible, abusive-bully, lacking discipline, love and respect for their neighbor, their fellowman.

Only the vile, contemptible, disrespectful narcissist would use an illegally loud motor vehicle to audibly assault our most innocent in society, those most negatively affected, both physiologically and psychologically, by illegal motor vehicle noise i.e. our children, the elderly, our handicapped living in communities throughout our beautiful Nation.
