如何避免風車對鳥類生態棲地的影響 - 以濁水溪出海口為例
風能是一種可再生能源,相對傳統能源環保的性質讓風能在近年受到更多重視,但風力發電區的設置會導致生態破壞,對鳥類繁殖、遷移造成不良影響,如發電機葉片撞擊鳥類、發電場建設使鳥類移動路徑改變。
而本研究旨在探討如何避免風力發電對鳥類生態棲地的影響,並以台灣濁水溪出海口風場為例進行分析,該地區為多種候鳥和留鳥的棲息地,而該地區的鳥類生態包含雁鴨科、東方白鸛、東方澤鵟、鷸鴴科、黑面琵鷺、灰面鵟鷹等。
為減輕風力發電對鳥類生態棲地的影響,本研究提出以下建議:
(一)建立生態保護區。
(二)選擇適當的風車位置,必須考慮當地鳥類分布的情況。
(三)採用鳥類警示系統、驅鳥裝置等,以使鳥類遠離風車。
可在風力發電建設前進行評估和規劃,以減少對鳥類生態的衝擊。
總結上述建議之可行性及限制,未來研究的方向可進一步探討如何將風力發電及保護生態環境並行發展。

Greetings to all fellow citizens who cherish Taiwan's ecological environment.

How to avoid the impact of wind turbines on bird habitats - taking the mouth of the Zhuoshui River as an example. Wind energy is a renewable energy source that has received more attention in recent years due to its environmentally friendly nature compared to traditional energy sources. However, the installation of wind turbines can lead to ecological destruction and have a negative impact on bird breeding and migration, such as birds being struck by the blades of the turbines or changes in their migration paths due to wind farm construction.

This study aims to explore how to avoid the impact of wind power on bird habitats, and analyzes the wind farm at the mouth of the Zhuoshui River in Taiwan as an example. This area is a habitat for various migratory and resident birds, including Anatidae, Oriental storks, Eastern Marsh Harriers, Rostratulidae, Black-faced Spoonbills, and Grey-faced Buzzards.

To mitigate the impact of wind power on bird habitats, this study proposes the following recommendations:

(1) Establish ecological protection areas.

(2) Select appropriate locations for wind turbines, taking into account the distribution of local bird species.

(3) Adopt bird warning systems and bird-repelling devices to keep birds away from the turbines.

Assessment and planning can be carried out before wind power construction to reduce the impact on bird habitats.

In summary, the feasibility and limitations of the above recommendations can be further explored in future research on how to develop wind power and protect the ecological environment simultaneously.
