Members of #TeamFTP arrive to 13168 Se Powell were an officer claims to have witnessed a male on female assault and, when the officer tried to make contact the suspect ran causing Portland Police to set a perimeter around the apartment complex. We began at the east side of the perimeter and make our way to the west were this video picks up. Residents were standing in their door ways and were happy to see us when we got there. It's not that they hate or don't like the police.
