The program was passed in 2017. Governors have selected what census tracks were to be developed. It has really only taken off in 2019. Opportunity zones can have between 2,000 and 8,000 people. They now cover around 11% of the country.

Sellers won’t sell their houses now that they’ve locked in 30 year mortgages with low interest rates, which are now actually negative due to our high inflationary environment! Mortgages are an asset and people will protect them.

Beracha explains factors causing underbuilding post-recession, quantifies the supply deficit at 4 million units, and dispels common arguments against the shortage. They predict gradual mortgage rate decreases toward 5% could increase sales but won't solve unaffordability. With rents more affordable than buying in many markets, they foresee rent increases coming as ownership costs improve.
