We will use, as file example, Quicken 2013, as of May 2016. This Quicken is already modern 3 years old. And as of April 2016, it's stopped importing Web Connect files. Just to verify, we're gonna try to import Web Connect file. Click 'File' - 'File Import' - 'Web Connect File' and open a QFX file. And we get a message, that Quicken cannot import this file.
Another option for Quicken is to use to import QIF files. Quicken says, that it cannot import QIF files for certain account types. It can only import QIF files for the Cash account. But with certain technics we can import QIF file, correctly prepared into account, we want to use. In our case, it's gonna be Checking Account. So, what we need to do? We need to use the QFX2QIF utility from ProperSoft. You can go to https://www.propersoft.net/products/qfx2qif and it will take you right to the product page QFX2QIF Converter. You can download it for PC or Mac and install it on your computer. What we need from Quicken to the successful conversion - is the Account Name you want to import into. The trick is that QIF file must have the Account Name from Quicken, so Quicken can figure out to which Account import that QIF file.
So, what we need to do - is to grab that Account Name: you need to type it or you can copy it. In our case, we go to 'Tools' - ''Account List'. Click 'Edit'. And select Account Name, then right-click - 'Copy' and close the window.

ProperSoft CSV2QIF at https://www.propersoft.net/csv2qif/ supports Quicken 2017 for PC! Convert CSV/Excel file with transactions (with categories) to the QIF format and import directly into bank or credit card account in Quicken 2017 for PC.
Please subscribe: https://www.youtube.com/subscription_center?add_user=propersoft
When you open CSV2QIF for the first time it will ask you to get a trial license. And your conversion with a trial license is limited to ten transactions per file. To convert without limits, please purchase for the license, but you can try before purchasing on the limited number of transactions (up to 10 transactions).
Select a sample.csv file. It has 4 transactions: 3 expenses and 1 deposit. The source file has column names: Date, Amount, Payee, Memo, Check #, Type, Category. CSV looks like a text file.
You can change Mapping on your CSV file, reassign columns if you like. The converter tries to read your CSV file, tries to read your column names. And if it says 'Date' column, 'Payee', 'Amount', 'Memo', it will find those columns and assign them automatically. But you can change them. You can say, this is gonna be Payee or this is gonna be Memo. You can change all that and save as new Mapping.
