Bodycam Footage Shows Shooting and Chase of Armed Man in Kennewick, WA
* (Disclaimer: This video content is intended for educational and informational purposes only) * Kennewick, Washington State — On August 22, 2022, just before 10:30 a.m. Kennewick Police Department Officers were dispatched to the Circle K at 7707 W. Deschutes Ave. for a welfare check of a person who was sleeping in a vehicle, parked by a fuel pump. Two Benton County Sheriff's Office Deputies were near the area and stopped to assist the KPD Officers. Deputies and Officers attempted to wake up James West in the vehicle. The Officer attempted to de-escalate the situation. West put what appeared to be a screwdriver into the ignition of the vehicle.
The Officer then opened the door and ordered West out of the vehicle. From the Deputy's view on the passenger side of the vehicle, West reached for a firearm on his right side. West exited the vehicle and ran on foot, away from the scene. West ran North on Columbia Center Blvd. through the intersection of Columbia Center Blvd. and Deschutes Ave. A KPD Officer fired a less lethal taser at West in an effort to stop him. But it had no effect on him and he continued to run toward a apartment complex on 425 North Columbia Center Blvd. As West ran down the sidewalk, he removed a gun from his waist. Officers and Deputies gave multiple commands to West to drop the gun.
West refused to comply with their commands and fired his weapon. West then ran into an apartment complex. West raised the firearm to his own head. Deputies and Officers gave West commands to drop the gun, but he did not comply with their commands. The Deputy fired their weapon at West. He fell to the ground and an Officer announced the firearm is next to the suspect. Deputies and Officers ordered West to roll away from the gun and he complied. Deputies and Officers arrested West and provided him with first aid, and called for paramedics. It was determined West was not struck by gunfire. West was transported to a local hospital and was later released. He is booked into the Benton County Corrections Center.

The Blaine County Prosecutor says Boise Police officers involved in a fatal shooting of a man in the foothills earlier this year were justified in the shooting. On March 18, police say Benjamin C. Barnes was threatening to shoot hikers and dogs in the Hulls Gulch area. One dog was eventually fatally shot by Barnes, officials say. Officers say they saw Barnes take an aggressive shooters stance and begin to discharge several rounds from a firearm toward them. Officers returned fire and fatally wounded Barnes. “This was a very dangerous situation for our officers and for the community, my deepest thanks go out to the officers who put themselves in the line of fire to protect our citizens,” said Boise Police Chief William Bones. “While our hearts go out to both Barnes’ and Moses’ family for their losses, we are grateful no additional members of the community or officers were injured or killed.” Prosecuting attorney Jim Thomas released the following statement:
“The officers utilized lawful legal force in reaction to a deadly threat when Benjamin Barnes pointed a semi-automatic handgun at them and discharged several rounds towards the officers after officers gave verbal commands to come out of the bushes and show his hands. The video and photography evidence depict the crime scene area at the time of the incident as being on an open hillside with sage brush, small trees and ground vegetation." "The officers were essentially without protective cover when Barnes began shooting at them while being approximately 50 yards away. The actions of the Boise police officers in shooting Benjamin C. Barnes were completely justified in order to neutralize the lethal threat that he (Barnes) presented to not only the police officers but to citizens who may have unwittingly come upon the scene.”

Los Angeles, California — On Thursday, March 21, 2024, around 5:10 a.m. Robbery-Homicide Division (RHD) and Metropolitan Special Weapons and Tactics (SWAT) Unit were at an apartment in the 7900 block of Reseda Boulevard to serve a search and arrest warrant for a suspect involved in a series of robberies. SWAT surrounded the apartment complex and made telephonic contact with the individual, 39-year-old Zeff Rocco, and ordered him to surrender. Shortly after, Rocco climbed over the third-story balcony of the apartment, armed with an assault rifle, and jumped to the ground.
Rocco dropped the rifle as he struck the ground and immediately began to reach for it. As Rocco reacquired a grip on the rifle, an Officer-Involved Shooting occurred. Rocco was struck by gunfire and was taken into custody. Los Angeles Fire Department personnel who were at the scene transported Rocco to a local hospital, where he was pronounced deceased. No officers or other community members were injured during this incident. The rifle Rocco was armed with was recovered at the scene and was determined to be a 5.56 caliber semiautomatic Ghost Gun. The rifle was loaded with 39 rounds, and had an additional loaded magazine secured to the weapon.

San Diego, California — On August 15, 2023, San Diego police Detectives were attempting to contact a man who considered a person of interest in a shooting in Clairemont earlier in the month. On August 2, two occupants in a white Tesla can be seen opening the car’s doors to shoot at another car. At least five shots can be heard before the two suspects got back into the Tesla, reversing the car out of sight of the dash cam. Shortly after, officers located the Tesla in the alley behind the 7400 block of Armstrong Place, according to SDPD. Only one of the suspects, 33-year-old Benjamin Pickens, was with the vehicle when it was found. However, Pickens drove off, and officers lost sight of him. He was later found walking nearby Mesa College campus, leading to a shooting involving police that left a K-9 named “Sir” and Pickens dead.
Through SDPD’s investigation, detectives later identified the second occupant in the Tesla as 31-year-old Xavier Benjamine Lacosta. Investigators obtained a search warrant for his apartment and a warrant for his arrest. According to SDPD, officers set a perimeter around the apartment and attempted to contact Lacosta, giving verbal commands and warnings to come out with his hands up. Law enforcement also attempted to make phone calls into the residence. In the bodycam video from Officer Gregory Simon, the commands given by police can be heard. Lacosta can then be seen opening his door of his apartment with a gun in his hand. Officers then yell at the suspect to drop the weapon, with Simon saying “I will shoot you.” The footage shows Lacosta complying, placing the gun on the ground near his feet.
Seconds later, however, he can be seen trying to reach for the gun, prompting Simon to fire off at least seven shots. The suspect then dropped to the ground. According to SDPD after the incident, at least one of the rounds fired from the officer struck Lacosta. Life-saving measures were rendered, but he was ultimately pronounced dead on scene. The firearm in the hand of the suspect was later identified as a ghost gun loaded with a single round, police said. According to authorities, Simon has been on the force since 2016. The San Diego County Sheriff’s Department Homicide Unit will continue to investigate the shooting, which will then be reviewed by the San Diego County District Attorney’s Office to determine whether the officer bears any criminal liability.

Phoenix, Arizona — On January 27, 2024, Phoenix Police officers responded to an emergency call of an armed robbery at a pawn shop located in the area of 19th Avenue and Indian School Road. An employee for the store called 911 to report the incident and provided a description of a man and women involved. When officers got to the scene, employees pointed out the man and woman who were walking west on Indian School Road. Officers saw the man and woman described and gave verbal commands to put the gun down.
One officer used a 40 mm less-lethal launcher several times in the direction of the man. The man then approached a truck stopped in the roadway and began to hit the truck's window with a gun attempting to get in. Officers approached the man at which time four officers fired their duty weapon stopping the man. After the shooting, the man was taken to the hospital where he later died as a result of his injuries. The woman involved in the original robbery was taken into custody and later booked for felony charges. Four officers were involved in this critical incident. They are all assigned to the Mountain View Precinct and have three, four and, five years of service with the Department respectively.

Anderson, Indiana — On May 16, 2023, around 10:30 a.m. two Madison County Sheriff's Department deputies were attempting to serve felony warrants on Brooke Badger and Jon Niccum at the Motel 6 in Anderson. In this process, Jon Niccum produced a handgun and shot at one of the deputies after he entered the room. One officer retuned fire and both deputies retreated to take cover. Ultimately, Jon Niccum took his own life before SWAT officers made entry into the room. NIccum was wanted on two felony warrants for violation of work release and escape. During the exchange of shots, Badger ran from the motel. Badger is wanted on two felony warrants for violation of work release and violation of a suspended sentence.

Millville, New Jersey — The state Attorney General’s Office released the footage of the moments before an officer fatally shot a city man holding what police have described as a machete outside a home earlier this month. Police were called to a house on Burns Street about 9:30 p.m. and encountered 33-year-old Daniel Ackley, who was holding the machete. According to the preliminary investigation, the shooting occurred shortly after 9:30 p.m. on Jan. 4 outside a residence on Burns Road in Millville. Officers of the Millville Police Department responded to 911 calls reporting an emergency at the residence. After officers arrived, they encountered Mr. Ackley holding a machete outside the house. As Mr. Ackley advanced toward the officers with the machete, Officer Timothy Rehmann discharged his service weapon, fatally wounding Mr. Ackley. Officers and emergency medical personnel rendered first aid to Mr. Ackley, and he was airlifted to Cooper University Hospital, where he was pronounced deceased at 10:56 p.m.

Silver Spring, Maryland — On July 22, 2023, at approximately 10:35 a.m., officers with the Montgomery County Police Department responded to a business in the 12200 block of Veirs Mill Road for the report of a stabbing. Once on scene, they located one adult woman stabbing victim. Approximately one minute after the first 911 call a second 911 call was received for two women stabbed in the 4100 block of Colie Drive. Upon officers’ arrival, they located two women suffering from stab wounds and discovered an adult male suffering from a superficial stab wound. Officers obtained a description of the male suspect and began canvassing the area for him.
At least one officer located a man matching the description armed with a knife in the 4300 block of Havard Street. The suspect was later identified as 19-year-old Franklin Castro Ordonez of Gaithersburg, Maryland. Body cam footage shows Officer Justin Lee gave commands for Castro Ordonez to drop the knife, but he did not comply and then advanced toward the Officer Lee while holding the knife. Officer Lee discharged his firearm several times striking Castro Ordonez. Officers called for EMS and performed CPR. Castro Ordonez was pronounced dead on scene. A knife was recovered near Castro Ordonez at the shooting scene. No officers were injured. Three of the stabbing victims were taken to area hospitals. The fourth victim was treated on the scene and released.

Denver, Colorado — On Thursday morning, June 1, 2023, at approximately 1:50 a.m. a Colorado State Trooper observed a vehicle driving westbound in the eastbound lanes of Colorado Highway 470 (C-470) going toward I-70. The Trooper was able to stop the vehicle. As the Trooper walked up to speak with the suspect, the male suspect immediately got out of the vehicle. Upon initial interaction, the Trooper suspected impairment. While trying to ID the driver, the suspect reentered the vehicle from the passenger side and climbed into the driver’s seat.
The Trooper tased the driver to prevent him from escaping and endangering other motorists. The suspect removed the taser probes, started the vehicle, drove down a grassy median, over a retaining wall, and landed on the eastbound I-70 off-ramp to westbound Highway 6 toward Golden. The suspect then ran from the vehicle across the off-ramp, and jumped over another concrete barrier onto eastbound I-70 where he was hit and killed by a passing vehicle. The driver of the vehicle that hit the suspect remained on the scene. The wreck shut down eastbound I- 70 at the Morrison exit for more than five hours Thursday morning. The suspect's name is not being released at this time.

Raleigh, North Carolina — On October 13, 2022, members of the Raleigh Police Department (RPD) responded to a mass shooting in the Hedingham neighborhood located in Northeastern Raleigh. Five (5) individuals died, and two (2) others sustained injuries during this incident. Over the course of several hours, a search ensued for the suspected shooter that included an exchange of gunfire between the shooter and multiple officers. At approximately 6:42 p.m., officers were able to locate the suspect, 15-year-old Austin Thompson, in an area with two outbuildings near McConnell Oliver Drive. As officers were attempting to search the area, Thompson fired multiple shots at the officers from one of the buildings.
At approximately 6:44 p.m., Raleigh Police Officer Casey Clark, 33, fell to the ground after sustaining a gunshot wound in the right knee. Multiple officers, including two officers with the Raleigh Police Department, returned fire. Officers deployed cover fire allowing Officer Clark to be pulled to safety so that he could begin receiving treatment for his injuries. Officer Clark, suffered a non-life-threatening gunshot wound from the suspect. Preliminary results indicate that approximately 23 rounds were fired by RPD officers. Those rounds were fired in the direction of the outbuilding where Thompson fired upon officers.
Following the exchange of gunfire, officers established a perimeter to keep Thompson contained in the outbuilding for the safety of the nearby community due to concerns about the nature of weapons he possessed to include multiple firearms, as well as possible hand grenades as reported in a 911 call. At approximately 9:34 p.m., after continued reassessment of the threat Thompson posed, SEU officers advanced towards the outbuilding. Thompson was located inside lying on the ground and appeared to be suffering from a single gunshot wound. At the time, he was wearing camouflage clothing and a backpack, and a handgun was in his waistband.
The backpack contained various items, including several types of shotgun/rifle ammunition. A sheath for a large knife was found clipped to his belt, and a large hunting knife was found at the front of the outbuilding. A shotgun and shotgun shells were lying on the ground near him. No other weapons were found. Officers secured Thompson in handcuffs at approximately 9:36 p.m. EMS personnel rendered medical attention to Thompson and transported him to the hospital.
