Foreign Aid Allocation, Governance, and Economic Growth

Foreign Aid Allocation, Governance, and Economic Growth investigates this issue by looking at foreign aid by sector rather than treating it as an aggregate amount. Aid can be allocated to a recipient's production sectors (such as agriculture, manufacturing, or mining), economic infrastructure (such as transport, storage, or communications networks or power generation facilities), or social sectors (such as education or healthcare). This book differentiates among various channels through which each of these three categories of foreign aid affects economic growth.The findings suggest that economic aid, including aid to production sectors and economic infrastructure, contributes to economic growth by increasing domestic investment. Aid to social sectors, however, does not appear to have a significant impact on human capital (measured by school enrollment) and economic growth. This study also assesses the degree to which the quality of democratic governance in a recipient country influences foreign aid's effectiveness and finds that democracy is no guarantee of aid effectiveness. In fact, economic aid to less democratic countries can lead to better economic growth, at least initially, provided the aid recipients secure property rights and allow capital accumulation. Although further research into the question is necessary, Foreign Aid Allocation, Governance, and Economic Growth suggests that aid targeted to increasing domestic investment might be an effective means of fostering economic growth in less developed countries.

Conventional wisdom holds that Judaism is indifferent or even suspiciously hostile to the visual arts due to the Second Commandment's prohibition on creating graven images, the dictates of monotheism, and historical happenstance. This intellectual history of medieval and modern Jewish attitudes toward art and representation overturns the modern assumption of Jewish iconophobia that denies to Jewish culture a visual dimension. Kalman Bland synthesizes evidence from medieval Jewish philosophy, mysticism, poetry, biblical commentaries, travelogues, and law, concluding that premodern Jewish intellectuals held a positive, liberal understanding of the Second Commandment and did, in fact, articulate a certain Jewish aesthetic. He draws on this insight to consider modern ideas of Jewish art, revealing how they are inextricably linked to diverse notions about modern Jewish identity that are themselves entwined with arguments over Zionism, integration, and anti-Semitism. Through its use of the past to illuminate the present and its analysis of how the present informs our readings of the past, this book establishes a new assessment of Jewish aesthetic theory rooted in historical analysis. Kristin Conner Doughty examines how Rwandans navigated the combination of harmony and punishment in grassroots courts purportedly designed to rebuild the social fabric in the wake of the 1994 genocide. Postgenocide Rwandan officials developed new local courts ostensibly modeled on traditional practices of dispute resolution as part of a broader national policy of unity and reconciliation. The three legal forums at the heart of Remediation in Rwandagenocide courts called inkiko gacaca, mediation committees called comite y'abunzi, and a legal aid clinicall emphasized mediation based on principles of compromise and unity, brokered by third parties with the authority to administer punishment. Doughty demonstrates how exhortations to unity in legal forums served as a form of cultural control, even as people rebuilt moral community and conceived alternative futures through debates there. Investigating a broad range of disputes, she connects the grave disputes about genocide to the ordinary frictions people endured living in its aftermath.Remediation in Rwanda is therefore about not only national reconstruction but also a broader narrative of how the embrace of law, particularly in postconflict contexts, influences people's lives. Though law-based mediation is framed as benignand is often justified as a purer form of culturally rooted dispute resolution, both by national governments such as Rwanda's, and in the transitional justice movement more broadlyits implementation, as Doughty reveals, involves coercion and accompanying resistance. Yet in grassroots legal forums that are deeply contextualized, law-based mediation can open up spaces in which people negotiate the micropolitics of reconciliation.

While the concept of an Atlantic world has been central to the work of historians for decades, the full implications of that spatial setting for the lives of religious people have received far less attention. In Religion, Space, and the Atlantic World, John Corrigan brings together research from geographers, anthropologists, literature scholars, historians, and religious studies specialists to explore some of the possibilities for and benefits of taking physical space more seriously in the study of religion. Focusing on four domains that most readily reflect the importance of Atlantic world spaces for the shape and practice of religion (texts, design, distance, and civics), these essays explore subjects as varied as the siting of churches on the Peruvian Camino Real, the evolution of Hispanic cathedrals, Methodist identity in nineteenth-century Canada, and Lutherans in early eighteenth-century America. Such essays illustrate both how the organization of space was driven by religious interests and how religion adapted to spatial ordering and reordering initiated by other cultural authorities. The case studies include the erasure of Native American sacred spaces by missionaries serving as cartographers, which contributed to a view of North America as a vast expanse of unmarked territory ripe for settlement. Spanish explorers and missionaries reorganized indigenous-built space to impress materially on people the surveillance power of Crown and Church. The new environment and culture often transformed old institutions, as in the reconception of the European cloister into a distinctly American space that offered autonomy and solidarity for religious women and served as a point of reference for social stability as convents assumed larger public roles in the outside community. Ultimately even the ocean was reconceptualized as space itself rather than as a connector defined by the land masses that it touched, requiring certain kinds of religious orientationsto both space and timethat differed markedly from those on land. Collectively the contributors examine the locations and movement of people, ideas, texts, institutions, rituals, power, and status in and through space. They argue that just as the mental organization of our activity in the world and our recall of events have much to do with our experience of space, we should take seriously the degree to which that experience more broadly influences how we make sense of our lives.

Throughout the “New South,” relationships based on race, class, social status, gender, and citizenship are being upended by the recent influx of Latina/o residents. Doing Good examines these issues as they play out in the microcosm of a community health center in North Carolina that previously had served mostly African American clients but now serves predominantly Latina/o clients. Drawing on eighteen months of experience as a participant- observer in the clinic and in-depth interviews with clinic staff at all levels, Natalia Deeb-Sossa provides an informative and fascinating view of how changing demographics are profoundly affecting the new social order.Deeb-Sossa argues persuasively that “moral identities” have been constructed by clinic staff. The high-status staff—nearly all of whom are white—see themselves as heroic workers. Mid- and lower-status Latina staff feel like they are guardians of people who are especially needy and deserving of protection. In contrast, the moral identity of African American staffers had previously been established in response to serving “their people.” Their response to the evolving clientele has been to create a self-image of superiority by characterizing Latina/o clients as “immoral,” “lazy,” “working the system,” having no regard for rules or discipline, and being irresponsible parents.All of the health-care workers want to be seen as “doing good.” But they fail to see how, in constructing and maintaining their own moral identity in response to their personal views and stereotypes, they have come to treat each other and their clients in ways that contradict their ideals. In this provocative and interdisciplinary work, Michael J. Hyde develops a philosophy of communication ethics in which the practice of rhetoric plays a fundamental role in promoting and maintaining the health of our personal and communal existence. He examines how the force of interruptionthe universal human capacity to challenge our complacent understanding of existenceis a catalyst for moral reflection and moral behavior. Hyde begins by reviewing the role of interruption in the history of the West, from the Big Bang to biblical figures to classical Greek and contemporary philosophers and rhetoricians to three modern thinkers: Sren Kierkegaard, Martin Heidegger, and Emmanuel Levinas. These thinkers demonstrate in various ways that interruption is not simply a heuristic tool, but constitutive of being human. After developing a critical assessment of these thinkers, Hyde offers four case studies in public moral argument that illustrate the applicability of his findings regarding our interruptive nature. These studies feature a patient suffering from heart disease, a disability rights activist defending her personhood, a young woman dying from brain cancer who must justify her decision, against staunch opposition, to opt for medical aid in dying, and the benefits and burdens of what is termed our posthuman future with its accelerating achievements in medical science and technology. These improvements are changing the nature of the interruption that we are, yet the wisdom of such progress has yet to be determined. Much more public moral argument is required. Hydes philosophy of communication ethics not only calls for the cultivation of wisdom but also promotes the fight for truth, which is essential to the livelihood of democracy.
