* (Disclaimer: This video content is intended for educational and informational purposes only) * Watertown, Wisconsin — On October 18, 2023, Watertown Police officers were looking for 30-year-old Justin Whitten as a suspect in an on-going domestic abuse investigation. At one point, officers found Whitten driving a vehicle and attempted a traffic stop with him. However, Whitten fled from police in his vehicle, going at least 70 miles per hour in a 25 mile per hour zone; that pursuit was terminated. As officers were searching to see if Whitten crashed after they terminated the pursuit, law enforcement learned Whitten got out of his vehicle and was on a skateboard. At approximately 3:50 p.m., Officer Nathan Zubke was driving his squad car in the vicinity of 1300 Western Avenue in the City of Watertown when he saw an individual he believed was Whitten on a skateboard. Whitten can be seen ignoring Officer Zubke’s commands to stop and get on the ground on footage from Zubke’s body camera. Officer Zubke ran after Whitten as he skateboarded away and was quickly passed by Officer James Simon’s unmarked squad car. Officer Simon’s body camera footage shows him drawing his gun almost immediately after parking his patrol car, pointing the weapon at Whitten, who appears to pull something black from his pocket. Officer Zubke is holding his taser, yelling “he’s got ... gun, gun, gun.” Officer Simon shot Whitten twice, yelling for Whitten to roll away from the gun he was holding after he fell. Simon picked up Whitten’s gun, tossing it away from him as the man rolled onto his back. After officers handcuffed Whitten, EMTs arrived. * (Disclaimer: This video content is intended for educational and informational purposes only) * Little Rock, Arkansas — The Cammack Village Police Department released body and dash camera footage showing the arrest of an Arkansas man Sunday night who was charged after the department’s chief was struck with a baton and another officer was shot with a stun gun. The videos show an initial exchange between on-duty officer Joshua Blasingame and 35-year-old Dustin Arch Black of Big Flat at about 6 p.m. on May 8, 2022. The footage then depicts a struggle that starts as officer Joshua Blasingame and Chief Peter Powell attempts to detain Black. At one time during the fracas, Black yelled “Jesus Christ is our lord and savior” when a policeman was biting his fingers after he had shoved them in the policeman’s mouth. Black used a police baton to hit an officer in the head twice and caused another officer to shoot himself with a Taser when he pushed him. According to a police report, Cammack Village Police Chief Peter Powell notified Blasingame that a suspicious person was walking barefoot. The man, later identified as Black, was placing caution cones in the middle of the road. Six additional Little Rock officers arrived on the scene and helped place Black in handcuffs. Chief Powell said he was transported by ambulance to a hospital where he was treated and released. Powell's injuries were listed as abrasion wounds to both knees and the top of his feet. He received blunt trauma to his left eye and forehead area. Officer Blasingame listed his injuries as cuts on both knees and on his right elbow. Black is being held in the Pulaski County Jail on two counts of battery in the first degree and one count each of disorderly conduct and refusal to submit to arrest. ** (Disclaimer: This video content is intended for educational and informational purposes only) ** The Texas Department of Public Safety released a video of a chase that ended in a deadly shootout between a suspect and a DPS trooper in east Bexar County. The video shows the moments after authorities said 33-year-old Ernest Manuel Montelongo took off after giving troopers a fake name during a Feb. 18 traffic stop. The trooper briefly lost sight of the fleeing suspect, but a DPS helicopter assisted with finding him. The suspect crossed a highway and went the wrong way on I-10. The suspect was stopped by two troopers. Gunfire was exchanged between the suspect and a DPS trooper. The suspect and a trooper were taken to local area hospitals. The suspect died the next day in the hospital. The wounded trooper was taken to University Hospital in the DPS helicopter and survived the shootout. Prosecutors in Salt Lake City have said officers were justified in killing Patrick Harmon, 50, who was pulled over for riding a bicycle without a light and who attempted to flee when police tried to arrest him. Police are not facing charges despite the fact that the body-camera footage captured officer Clinton Fox shouting “I’ll fucking shoot you!” from a distance before he fired three bullets into Harmon, who was running in the opposite direction. “They just murdered him flat out,” Alisha Shaw, Harmon’s niece, told on Thursday after watching the footage. “They are lying. There is no way they were threatened by anything. He was only trying to get away.” Salt Lake officials have claimed that the killing of Harmon was legal because the officers feared for their lives. Another officer said he fired his Taser at the same time that Fox shot Harmon. The footage showed the officers handcuffing Harmon as he lay on the ground face-down, groaning in pain. The district attorney’s office claimed that Harmon said “I’ll cut you” and turned and faced officers with a knife as he was running. The video, however, raises questions about the narrative. Harmon cannot be heard making that threat and was running away from the officer, not facing him, when he was killed. “He was scared. All he did was run,” said Adriane Harmon, another niece, who was sobbing after watching the footage for the first time Thursday. “It hurts … They said ‘I’m going to kill you’ and they shot him three times. He’s just moaning on the ground.” At the start of the video, Harmon appeared tearful and exasperated about police attempting to arrest him. According to prosecutors, officer Kris Smith pulled him over because he saw him “ride his bicycle across all six road lanes and a median” and he didn’t have a “required red rear tail light”. The officer said he wanted to “discuss the situation” with Harmon. The policeman eventually called for backup and determined that Harmon had an outstanding warrant for aggravated assault, according to prosecutors. Harmon appeared “emotional and distraught” and told police that he was trying to take care of his warrant, Fox testified. Salt Lake City has previously received national praise for its “de-escalation” training, aimed at encouraging officers to communicate with people and limit confrontation and use of lethal force. The department even gives out “de-escalation awards” to recognize officers who rely on these tactics. The chief, Mike Brown, said in a statement: “We trust the process and support the decision from district attorney Sim Gill. I believe our officers have the training and judgement and ability to make split-second decisions in dynamic situations.” Gill added in a statement: “Officer Fox reasonably believed deadly force was necessary to prevent death or serious bodily injury to himself and/or others and therefore his use of deadly force was ‘justified’.” Antoinette Harmon, a 54-year-old sister, said the family grew up in St Louis, Missouri, but later moved to Utah, where they often experienced racism and prejudice.
