This is the second of four videos that is related to Title IV-D funding and child support in Texas. Joel Rogers, Associate Deputy Attorney for Child Support Legal Services, answered questions about how child support is calculated in Texas. His testimony took place before the Texas Juvenile Justice and Family Issues Committee on March 29, 2021. The state of Texas BRAGS about their child support program. They have led the nation in child support collections, efficiencies, and other measures for about 14 years. Yet there is a sordid side to the child support enforcement program that the state - and in this case, Joel Rogers - is strangely silent about. The fact that one parent is often relegated to a visitor to his or her children, so as to justify child support. The threats that men and women who have to pay experience - such as the threat of arrest and imprisonment. The stigmatization of being labeled a "deadbeat" mother or father if you can't pay, or if you're driven into poverty to pay. Questions about whether the child support system completely violates federal and state constitutional protection that individuals should be granted. The Texas Attorney General, legislators, judges, anti-family law attorneys, and many have been so brainwashed or mesmerized because of how much money the state makes off of child support orders, that the constitutionality of such orders rarely crosses their minds. On March 29, 2021, legislators, attorneys, and others spoke glowingly about the child support system as they voiced their support for making sure that there were no barriers to Texas making 241 MILLION DOLLARS a year through this often abusive system and extortion racket. When these individuals talk publicly, they talk about "the best interest of the child." They should be honest and tell the public what they are really representing: The best financial interests of the state. How do we know that? Very simple. Section 201.107(c) of the Texas Family Code says this: "The presiding judges and the Title IV-D agency shall act and are authorized to take any action necessary to maximize the amount of federal funds available under the Title IV-D program." In other words, "the best interest of the child" is whatever it is that MAXIMIZES THE AMOUNT OF FEDERAL FUNDS AVAILABLE UNDER THE TITLE IV-D PROGRAM." Texas Anti-Family Law Foundation Lobbyist Steve Bresnen testifies for House Bill 913, a bill sponsored by Texas Representative Harold Dutton. The bill seeks to punish Texans for pursuing federal removal cases to protect their Civil Rights against abusive courts. The ability to remove a case from the state court to a federal court was included in the Civil Rights Act of 1866 and reaffirmed in the Civil Rights Act of 1964. In his testimony, Bresnen appears angry and even seems to contradict himself. Those who are acquainted with him are not surprised. As will be seen, he has a history of being angry and threatening to others. Online records indicate that lobbyist Bresnen gets paid seven figures for his lobbying activities, which includes lobbying for divorce attorneys.
