After meeting the legendary beasts at the Burned Tower, Suicune does not roam Johto. Instead, it will be at a random place in the game as you’ll first see it at the north portion of Cianwood City. You’ll next find it by the Apricorn trees on Route 42. Later, you’ll spot it at Vermilion City on the bridge towards the boatyard and then on Route 14. Finally, after getting the Cascade Badge, go to Route 25 and Suicune will be there to accept your challenge. Save your game before you interact with it. Suicune is on Level 40. Net Balls would be the best choice to catch it since its Water type. If you run away or defeat it, you’ll have another chance of catching it in the basement of the Burned Tower after defeating the Elite Four again.

After your quest at the Spear Pillar, return to Lake Verity and go into its cavern. After you interact with Mesprit, it will leave and roam all over the Sinnoh region. Use the Marking Map on the Pokétch to track the areas of roaming Pokémon. Once you’re at the area where a boss symbol is marked, you’ll encounter the roaming Pokémon. Mesprit is on Level 50. Remember, roaming Pokémon flee on the first turn. If you still have the Master Ball, it would be the time to use it. Otherwise, have a Pokémon that knows Mean Look then use Dusk Balls when battling at night.
