7. The pilgrims’ experience illustrates the incentive problems on small-scale communes. In 1620, Plymouth
Plantation was founded with a system of communal property rights where food and supplies were held
in common and distributed based on equality and need. As a result, there were chronic food shortages
until 1623, when they created private parcels of land and made families responsible for feeding
