A cold front started to hit parts of South Africa on Tuesday, which saw power demand spike to more than 33 400MW during peak hours of 17:00 to 21:00 that evening. This is much higher than the 29 600MW Eskom expected – and more than it can generate at that time. More than 45% of its installed power generation capacity is currently offline, with unplanned breakdowns at power plants alone taking 16 200MW from the grid. At the start of winter, Eskom saw a record outage of more than 50%, which pushed SA the closest ever to Stage 8. On Wednesday, as the cold front intensified, Eskom asked South Africans to cut their power use to avoid higher load shedding stages beyond Stage 6. Eskom regularly asks consumers to switch off non-essential appliances to reduce demand. But on Wednesday, the utility issued a special plea to switch off geysers especially. Experts warned that coal-powered stations are unpredictable and that any further breakdowns could push the country into Stage 7. Last week, the brand-new Medupi plant was hit by a chain break underneath one of its boilers. The chain forms part of a system called a submerged scraper conveyor that removes coal ash from the bottom of the boiler. Units at the Arnot, Duvha and Grootvlei power stations also broke down, and continued problems at the Kendal, Matla and Matimba stations prevented their out-of-order units from returning. Independent energy analyst Clyde Mallinson says Eskom's coal fleet is close to declining to a capacity factor of just over 41%. This translates to a shortfall of 8GW in the system. Because the coal power station fleet's performance is unpredictable and intermittent, it is difficult to predict what the risk of Stage 7 or higher is. While the performance of renewables varies – based on the available sunshine and wind - at least its performance is still overall more predictable, added Mallinson. Independent energy analyst Chris Yelland also pointed out how unpredictable unplanned breakdowns have been – which makes it difficult to say whether load shedding would get better or worse. While Stage 8 is not out of the bounds of possibility, Yelland said it is not something that can be foreseen with certainty either. SA’s coal-fired power plants are erratic and in a sorry state because maintenance on these plants has been postponed for years – with some backlogs dating back to 2013 – leaving the plants severely debilitated. Excluding the newly built but deeply faulty Medupi and Kusile stations, South Africa’s power plants are on average more than 40 years old. Mallinson said the multiple trips currently are largely attributable to previously neglected maintenance. "There was not sufficient maintenance in the past. You can't catch up on missed maintenance," said Mallinson. "What has happened now is that things are breaking that ordinarily wouldn't have if there had been consistent maintenance." Yelland says these plants have also been pushed harder than normal, based on international benchmarks. Eskom traditionally ramps up planned maintenance in the warmer spring and summer months, as demand is lower. But another legacy of the years of insufficient maintenance means as temperatures climb, the power stations suffer higher partial load losses as cooling systems struggle to deliver optimal performance. In addition, one unit at Koeberg – which generates enough power equal to one load shedding stage – is still offline due to refurbishment work. When it comes online in November (after long delays), the other unit will be taken offline.
