In more than one hundred developing countries, international organizations continuously offer practical assistance for economic advancement and social changeassistance that in some cases forms a substantial part of national programs. This book examines international aid in three countries-Malawi, Tanzania, and Zambiain order to ascertain how assisting organizations exert influence on member governments. Professor Gordenker draws on interviews, information usually inaccessible to observers, and his own direct field observation of programs established by the United Nations' system of organizations in the three countries during the late 1960s, immediately after their independence from British administration. This period witnessed sharp changes in national development policies and the political turmoil produced by the Rhodesian revolt. The author analyzes in detail the creation, bureaucratic consideration, and execution of important projects. In Peripheral Desires, Robert Deam Tobin charts the emergence, from the 1830s through the early twentieth century, of a new vocabulary and science of human sexuality in the writings of literary authors, politicians, and members of the medical establishment in German-speaking central Europeand observes how consistently these writers, thinkers, and scientists associated the new nonnormative sexualities with places away from the German metropoles of Berlin and Vienna.In the writings of Aimee Duc and Lou Andreas-Salome, Switzerland figured as a place for women in particular to escape the sexual confines of Germany. The sexual ethnologies of Ferdinand Karsch-Haack and the popular novels of Karl May linked nonnormative sexualities with the colonies and, in particular, with German Samoa. Same-sex desire was perhaps the most centrifugal sexuality of all, as so-called Greek love migrated to numerous places and peoples: a curious connection between homosexuality and Hungarian nationalism emerged in the writings of Adalbert Stifter and Karl Maria Kerbeny; Arnold Zweig built on a long and extremely well-developed gradation of associating homosexuality with Jewishness, projecting the entire question of same-sex desire onto the physical territory of Palestine; and Thomas Mann, of course, famously associated male-male desire with the fantastically liminal city of Venice, lying between land and sea, Europe and the Orient.As Germanyand German-speaking Europebecame a fertile ground for homosexual subcultures in the nineteenth and early twentieth centuries, what factors helped construct the sexuality that emerged? Spirituality has consistently been present in the political and cultural counternarratives of Chicanx literature. Calling the Soul Back focuses on the embodied aspects of a spirituality integrating body, mind, and soul. Centering the relationship between embodiment and literary narrative, Christina Garcia Lopez shows narrative as healing work through which writers and readers ritually call back the soulones unique immaterial essenceinto union with the body, counteracting the wounding fragmentation that emerged out of colonization and imperialism. These readings feature both underanalyzed and more popular works by pivotal writers such as Gloria Anzaldua, Sandra Cisneros, and Rudolfo Anaya, in addition to works by less commonly acknowledged authors. Calling the Soul Back explores the spiritual and ancestral knowledge offered in narratives of bodies in trauma, bodies engaged in ritual, grieving bodies, bodies immersed in and becoming part of nature, and dreaming bodies. Reading across narrative nonfiction, performative monologue, short fiction, fables, illustrated childrens books, and a novel, Garcia Lopez asks how these narratives draw on the embodied intersections of ways of knowing and being to shift readers consciousness regarding relationships to space, time, and natural environments. Using an interdisciplinary approach, Calling the Soul Back draws on literary and Chicanx studies scholars as well as those in religious studies, feminist studies, sociology, environmental studies, philosophy, and Indigenous studies, to reveal narratives healing potential to bring the soul into balance with the body and mind.

As leader of the Irish Republican Brotherhood and then the Irish Republican Army (IRA), Michael Collins developed a bold, new strategy to use against the British administration of Ireland in the early twentieth century. His goal was to attack its well-established system of spies and informers, wear down British forces with a sustained guerrilla campaign, and force a political settlement that would lead to a free Irish Republic.Michael Collins and the Anglo-Irish War reveals that the success of the Irish insurgency was not just a measure of Collinss revolutionary genius, as has often been claimed. British miscalculations, overconfidence, and a failure to mount a sustained professional intelligence effort to neutralize the IRA contributed to Britains defeat.Although Britain possessed the worlds most professional secret service, the British intelligence community underwent a politically driven and ill-advised reorganization in early 1919, at the very moment that Collins and the IRA were going on the offensive. Once Collins neutralized the local colonial spy service, the British had no choice but to import professional secret service agents. But Britains wholesale reorganization of its domestic counterintelligence capability sidelined its most effective countersubversive agency, MI5, leaving the job of intelligence management in Ireland to Special Branch civilians and a contingent of quickly trained army case officers, neither group being equippedor inclinedto mount a coordinated intelligence effort against the insurgents. Britains appointment of a national intelligence director for home affairs in 1919just as the Irish revolutionary parliament published its Declaration of Independencewas the decisive factor leading to Britains disarray against the IRA. By the time the War Office reorganized its intelligence effort against Collins in mid-1920, it was too late to reverse the ascendancy of the IRA.Michael Collins and the Anglo-Irish War takes a fresh approach to the subject, presenting it as a case study in intelligence management under conditions of a broader counterinsurgency campaign. The lessons learned from this disastrous episode have stark relevance for contemporary national security managers and warfighters currently engaged in the war on terrorism.

Should prisons attempt reform and uplift inmates or, by means of principled punishment, deter them from further wrongdoing? This debate has raged in Western Europe and in the United States at least since the late eighteenth century. Joseph F. Spillane examines the failure of progressive reform in New York State by focusing on Coxsackie, a New Deal reformatory built for young male offenders. Opened in 1935 to serve adolescents adrift, Coxsackie instead became an unstable and brutalizing prison. From the start, the liberal impulse underpinning the prisons mission was overwhelmed by challenges it was unequipped or unwilling to facedrugs, gangs, and racial conflict. Spillane draws on detailed prison records to reconstruct a life behind bars in which ungovernable young men posed constant challenges to racial and cultural order. The New Deal order of the prison was unstable from the start; the politics of punishment quickly became the politics of race and social exclusion, and efforts to save liberal reform in postwar New York only deepened its failures. In 1977, inmates took hostages to focus attention on their grievances. The result was stricter discipline and an end to any pretense that Coxsackie was a reform institution. Why did the prison fail? For answers, Spillane immerses readers in the changing culture and racial makeup of the U.S. prison system and borrows from studies of colonial prisons, which emblemized efforts by an exploitative regime to impose cultural and racial restraint on others. In todays era of mass incarceration, prisons have become conflict-ridden warehouses and powerful symbols of racism and inequality. This account challenges the conventional wisdom that Americas prison crisis is of comparatively recent vintage, showing instead how a racial and punitive system of control emerged from the ashes of a progressive ideal.

There is a longstanding confusion of Johann Fust, Gutenberg's one-time business partner, with the notorious Doctor Faustus. The association is not surprising to Elizabeth L. Eisenstein, for from its very early days the printing press was viewed by some as black magic. For the most part, however, it was welcomed as a divine art by Western churchmen and statesmen. Sixteenth-century Lutherans hailed it for emancipating Germans from papal rule, and seventeenth-century English radicals viewed it as a weapon against bishops and kings. While an early colonial governor of Virginia thanked God for the absence of printing in his colony, a century later, revolutionaries on both sides of the Atlantic paid tribute to Gutenberg for setting in motion an irreversible movement that undermined the rule of priests and kings. Yet scholars continued to praise printing as a peaceful art. They celebrated the advancement of learning while expressing concern about information overload.In Divine Art, Infernal Machine, Eisenstein, author of the hugely influential The Printing Press as an Agent of Change, has written a magisterial and highly readable account of five centuries of ambivalent attitudes toward printing and printers. Once again, she makes a compelling case for the ways in which technological developments and cultural shifts are intimately related. Always keeping an eye on the present, she recalls how, in the nineteenth century, the steam press was seen both as a giant engine of progress and as signaling the end of a golden age. Predictions that the newspaper would supersede the book proved to be false, and Eisenstein is equally skeptical of pronouncements of the supersession of print by the digital.The use of print has always entailed ambivalence about serving the muses as opposed to profiting from the marketing of commodities. Somewhat newer is the tension between the perceived need to preserve an ever-increasing mass of texts against the very real space and resource constraints of bricks-and-mortar libraries. Whatever the multimedia future may hold, Eisenstein notes, our attitudes toward print will never be monolithic. For now, however, reports of its death are greatly exaggerated.
