As the bloodshed in Iraq intensified in 2005, Afghanistan quickly faded from the nations front pages to become the other war, supposedly going well and largely ignored. In fact, the insurgency in Afghanistan was about to break out with renewed force, the drug problem was worsening, and international coordination was losing focus. That July, Ronald Neumann arrived in Kabul from Baghdad as the U.S. ambassador, bringing the experience of a career diplomat whose professional lifetime had been spent in the greater Middle East, beginning thirty-eight years earlier in the same country in which it endedAfghanistan. Neumanns account of how the war in Afghanistan unfolded over the next two years is rich with heretofore unexamined details of operations, tensions, and policy decisions. For effective program evaluation, it is necessary to specify a counterfactual state, i.e., what would have happened without the program. Conventional approaches to program evaluation, preoccupied with technical and value issues, fail to address directly the need for counterfactual arguments. They also fail to recognize the indispensable role of positive theories of technical and behavioral processes in making these arguments. In order to understand the impact of the General Revenue Sharing (GRS) program on the fiscal behavior of municipal governments, Patrick Larkey develops and demonstrates an unconventional approach to program evaluation that overcomes these failures.Drawing on the positive theories of budgetary decisionmaking processes as well as longitudinal revenue and expenditure data from primary sources, the author specifies, estimates, and tests four bureaucratic process models for each of five city governments receiving GRS funds. Over the past century, opinion polls have come to pervade American politics. Despite their shortcomings, the notion prevails that polls broadly represent public sentiment. But do they? In Silent Voices, Adam Berinsky presents a provocative argument that the very process of collecting information on public preferences through surveys may bias our picture of those preferences. In particular, he focuses on the many respondents who say they don't know when asked for their views on the political issues of the day. Using opinion poll data collected over the past forty years, Berinsky takes an increasingly technical area of research--public opinion--and synthesizes recent findings in a coherent and accessible manner while building on this with his own findings. He moves from an in-depth treatment of how citizens approach the survey interview, to a discussion of how individuals come to form and then to express opinions on political matters in the context of such an interview, to an examination of public opinion in three broad policy areas--race, social welfare, and war. He concludes that don't know responses are often the result of a systematic process that serves to exclude particular interests from the realm of recognized public opinion. Thus surveys may then echo the inegalitarian shortcomings of other forms of political participation and even introduce new problems altogether.

Shakespeare's Domestic Economies explores representations of female subjectivity in Shakespearean drama from a refreshingly new perspective, situating The Taming of the Shrew, The Merry Wives of Windsor, Othello, and Measure for Measure in relation to early modern England's nascent consumer culture and competing conceptions of property. Drawing evidence from legal documents, economic treatises, domestic manuals, marriage sermons, household inventories, and wills to explore the realities and dramatic representations of women's domestic roles, Natasha Korda departs from traditional accounts of the commodification of women, which maintain that throughout history women have been trafficked as passive objects of exchange between men.In the early modern period, Korda demonstrates, as newly available market goods began to infiltrate households at every level of society, women emerged as never before as the keepers of household properties. With the rise of consumer culture, she contends, the housewife's managerial function assumed a new form, becoming increasingly centered around caring for the objects of everyday lifeobjects she was charged with keeping as if they were her own, in spite of the legal strictures governing women's property rights. Korda deftly shows how their positions in a complex and changing social formation allowed women to exert considerable control within the household domain, and in some areas to thwart the rule of fathers and husbands.

More than merely linguistic transposition, translation is a vector of power, resistance, rebellion, and even revolution. Exploring these facets of the ideology of translation, the contributors to this volume focus on the agency of translators and their activism. Spanning two centuries and reaching across the globe, the essays examine the varied activist strategies of key translators and translation movements. From silence to radical manipulation of texts, translation strategies are instrumental in significant historical interventions and cultural change. Translation plays a pivotal role in ideological dialogue and struggle, including resistance to oppression and cultural straitjackets of all types, from sexual puritanism to military dictatorships. Situated in their own space, time, history, and political contexts, translators promote ideological agendas by creating new cultural narratives, pragmatically adjusting tactics so as to maximize the social and political impact. The essays in this volume explore ways to read translations as records of cultural contestation and ideological struggle; as means of fighting censorship, physical coercion, cultural repression, and political dominance; and as texts that foster a wide variety of goals from cultural nationalism to armed confrontation. Translations are set in relief as central cultural documents rather than derivative, peripheral, or marginalized productions. They are seen as forms of ethical, political, and ideological activity rather than as mere communicative transactions or creative literary exercises.
