“It's like the perfect storm, isn't it? It’s over, the pandemic is over, Cuba is in a deep economic crisis, there were already significant protests last year, that feeling of social discontent has persisted, now summer is here and the blackouts are back. It's like everything at the same time, right? The Russian invasion of Ukraine, the increase in oil prices, almost everything is bad news and yes, they (the government) will have to handle the situation very carefully, but frankly, they will have to find an answer in the short term to de-escalate the situation, it has to be to reduce blackouts, or eliminate them.”

20. (SOUNDBITE) (Spanish) CUBA’S PRESIDENT, MIGUEL DIAZ-CANEL, SAYING:
“An investment in thermoelectric plants is extremely expensive for the country, and on the other hand it’s an investment that takes years, it’s not possible to immediately set up a thermoelectric plant. A thermoelectric plant takes four or five years of investment. However, our country has signed an agreement with a friendly nation, a negotiation through which three new blocks would be established in the country and that is also thinking about the growth the country will have in the future, and a fourth block is yet to be defined in which a group of negotiations are also being carried out, but that’s not an investment that we can immediately dispose of.”
