These mostly are FAB-500's (500 KG standard bombs) with an glide suite similar to the american JDAM system. These are deployed (mostly) by RF SU-34 strike bombers from range. They where at first rarely seen but it looks like Russia is mass producing these guidance packages as strikes with such guided bombs are more and more often caught on video.
