1) Calcium growth on the wall is building up to the point that you are able to feel it through the liner. It would feel like texture, but not specifically sharp. It would also be more or less equally dispersed throughout your pool.
2) Rust is growing on the galvanized steel walls of your pool. This would almost always be as a result of a leak in this immediate location. It is also possible that a very large leak exists which would cause all of the walls in the pool to rust. Rust is hard and sharp feeling - much more so than the calcium scale.
