Demonstrators opposed to COVID-19 QR codes tried to force their way into the building of the Legislative Assembly of the Chelyabinsk region on Thursday.
Protesters attacked the guards and shouted insults at deputies and employees of the Legislative Assembly, as seen in video footage posted by deputy Alexander Lebedev on his Telegram channel on Thursday.
The activists wanted to get to an assembly meeting to prevent the adoption of a law on the use of QR codes in public transport. The security staff barely managed to keep people out of the meeting.
Member of 'A Just Russia – For Truth' party, Olga Mukhometiyarova, suggested that the protesters go to court if they believe that their constitutional rights have been infringed.
Later, the chairman of the Committee on Social Policy, Sergei Buryakov, tried to explain to the citizens that he and his colleagues do not accept the bill, but can only send their opinion to the State Duma. However, many activists did not want to listen to Buryakov, interrupted him and shouted insults.
To calm the protesters and prevent accidents, several police squads were reportedly sent to the scene.
According to the press service of the Legislative Assembly of the Chelyabinsk region, the opponents of the bill were not allowed to the meeting, since they did not submit a request for presence in advance. After the meeting, three representatives of the activists were invited to personally discuss the claims.
On November 12, Russian government submitted two bills to the State Duma, which involve the introduction of QR codes for visiting public places, as well as for traveling by rail and air transport. Before discussing the draft laws in the State Duma, regional legislative bodies should submit their feedback, after which the Duma Committee on Healthcare will begin their consideration and preparation for the first reading.

M/S Member of 'A Just Russia – For Truth' party talking to protesters; Olga Mukhometiyarova, deputy of Chelyabinsk Regional Legislative Assembly (Russian): "If we start considering legal facts, even litigate them, for example, the fact that you were not allowed into the hall, the judge will consider the facts. Are the regulations directly accessible? They are. Was the meeting agenda uploaded? It was. You can see it, if you check file properties." *UPSOUND*
M/S Member of 'A Just Russia – For Truth' party talking to protesters; Olga Mukhometiyarova, deputy of Chelyabinsk Regional Legislative Assembly (Russian): "I am more than sure that everything will work out for us if you and us demonstrate composure and our legal position. You know, I can yell too, let go, but we are defending our legal position today. Yes, at this stage we did not succeed." *UPSOUND*
M/S Sergei Buryakov, Chairman of the Social Policy Committee of the Chelyabinsk Regional Legislative Assembly (Russian): "Dear colleagues, I understand all your appeals. Residents of the Chelyabinsk region, the city of Chelyabinsk, I also live in this city. I understand your appeals. We are also developing an opinion. We don't accept the law. And we will collect all your appeals, including those that come to me. All necessary meetings with representatives of ministries, departments, with doctors who work in red zones, with representatives of those who believe that their rights are being violated. There are social activists. I assure you that we will also form an opinion from ourselves, as from the Legislative Assembly, and send it to the State Duma." *UPSOUND*
