Declaración de Independencia y artículos de su Constitución.
Acogiéndome a los Derechos de Propiedad Intelectual y de Libertad Individual contemplados por la Ley, por el presente documento me autoproclamo INDEPENDIENTE e instauro la REPÚBLICA ERRANTE MENDA LERENDA, acogiendo como territorio Nacional la superficie sobre la que tenga contacto y mis fronteras inviolables son las de mi contorno físico, siendo las psíquicas de mayor alcance y abasto, no reconociendo otras autoridades ni leyes extranjeras más que las basadas en la honestidad, sentido común y colaboración constructiva.
Informada la comunidad mundial, la República Errante Menda Lerenda en uso de su Soberanía establece su Constitución en los siguientes Artículos aprobados en Pleno de Gobierno por el 100% de votos a favor:
Artículos:
1/ La Soberanía reside en el pueblo.
2/ La REPÚBLICA ERRANTE MENDA LERENDA (R.E.M.L.) autoriza a utilizar la misma denominación a quien quiera independizarse.
3/ R.E.M.L. garantiza su no intervención en gobierno ni leyes de países extranjeros. Exige recíprocamente que ninguno de ellos interfiera en las suyas.
4/ La República Errante Menda Lerenda está siempre circundada por un pais vecino. En la práctica R.E.M.L. es equivalente a una Embajada emplazada en Nación extranjera. Está protegida por la Convención de Viena sobre Relaciones Diplomáticas y por las Leyes Internacionales que las garantizan en el país donde esté emplazada.
5/ R.E.M.L. expide Identificación aceptada y reconocida a todo el que quiera autoproclamar su Independencia. Avala a su portador como Soberano de su República Independiente, tiene estatus de Embajador y está acogido al Derecho Diplomático Internacional.
6/ El Soberano de la República Errante Menda Lerenda dispone de doble nacionalidad: como Soberano de R.E.M.L y la de su país de nacimiento. Se aprueba conservar la nacionalidad original a fin de simplificar burocracia en trámites con países allende sus fronteras. Se mantienen documentos como pasaporte, permisos de conducción y otros que puedan ser de utilidad.
7/ R.E.M.L. se abstiene de acuñar moneda propia. Se acepta cualquier divisa como moneda de curso legal, así como trueques y otras formas alternativas de transferencias comerciales. Por ello y por no cumplir el F.M.I. con el Documento Fundacional, esta República desestima su integración al Fondo Monetario Internacional. La integración a otros Organismos Internacionales como Naciones Unidas (O.N.U.), Organización Mundial de la Salud (O.M.S.) y demás Organizaciones Mundiales, se estudiarán una vez presenten estos su petición y por riguroso orden en que lo soliciten.
8/ Descartadas tanto moneda como entidades bancarias propias, R.E.M.L. desenvuelve su economía por las redes de los sistemas financieros extranjeros colindantes. En las transacciones internacionales con el país vecino se cumplimentarán los acuerdos legales acordes.
9/ R.E.M.L. acoge como distintivo: En fondo azul, que representa la infinitud de la bóveda celeste, un eslabón con contrete dorado y perfilado negro en horizontal, centrado y en medidas 1⁄2 de la longitud del fondo. El eslabón simboliza fortaleza y resistencia; a la vez que independencia y liberación de su cadena. Su color es oro en alegoría al valor de la Libertad.
Representa la Unidad individual y libre capaz de unirse con otros eslabones de forma conjunta, sólida y constructiva.
10/ Las Relaciones Internacionales con otros Estados, sus Organismos y sus habitantes se establecerán equitativamente y en reciprocidad.
11/ Cada REML puede someter a referéndum su integración en Confederaciones de forma que se unan los mismos principios, esfuerzos y progresos con otros Estados Independientes.
12/ Esta República Errante, en movilidad física permanente y sin coordenadas de situación fijas, establece para su localización la Red www como ubicación de contacto universal:

13/ Como Estados con Democracia REAL, todas las REML's pueden ejercer su derecho a presentar enmiendas a su Constitución añadiendo, modificando o anulando los anteriores Artículos. Cada consulta será sometida a votación y aprobada por unanimidad de su Pleno de Gobierno.
IDENTIFICACIÓN OFICIAL R.E.M.L.
R.E.M.L. ha presentado Identificación con Declaración de Independencia al Estado de su país de origen. En respuesta, su Ministerio ha emitido certificado Oficial numerado, firmado y sellado, en el que confirma su validez jurídica y reconoce sus derechos. Dichos documentos se hallan depositados en el Archivo Nacional de esta República. Son de pública consulta en el Registro General de Propiedad donde fueron ratificados.
