Premier Kathleen Wynne has never disguised her belief that the government is an essential facilitator of commercial activity. The Liberals don't believe the market has the acumen to thrive on its own, or pick its own winners and losers. The recent budget, the defeat of which sparked the current election, was stuffed with "targeted" spending to be doled out to companies and operations the government decided were worthy of help. Ms. Wynne regularly suggests governments "create" jobs in this way, just as the government of Dalton McGuinty insisted it could "create" an alternative energy industry by heavily subsidizing money-losing solar and windmill operations. The dramatic failure of that scheme has not diluted the Liberals' belief that governments help lead the marketplace.
Yet another report, this time by SFU Public Policy Professor Dominique M. Gross, finds evidence that Canada's Temporary Foreign Worker Program is bad for domestic workers. The report looks at BC and Alberta specifically and concludes that the expansion of the TFW program between 2007 and 2010 resulted in an increase in unemployment levels by 4.8 percentage points in BC and 3.1 percentage points in Alberta. This report confirms what I found in my recent CCPA report, BC Jobs Plan Reality Check. Despite slow job creation, the number of temporary foreign workers in BC grew by 28% in just four years, between December 2008 and December 2012 (the latest numbers available).
And while temporary foreign workers take up a small share of available jobs (just over 3% of all BC jobs in December 2012), the net increase in temporary foreign workers since the recession is very large relative to the few net new jobs created.
A majority of Americans support "Stand Your Ground" laws, according to a new national Quinnipiac University poll that found strong division along political and gender lines.
Fifty-three percent of American voters said they support the laws, which came to widespread national attention after the fatal shooting of Florida teenager Trayvon Martin. Activists in Florida and other states have called for a review of the law, which supporters argue has helped lower crime rates.
Forty percent of those surveyed oppose the laws.
Voters in households with a gun tilted strongly in favor of "Stand Your Ground," with 67 percent backing the laws that have been enacted in some two dozen states. The first such law was passed in Florida in 2005 with support from the National Rifle Association.
The poll, which was conducted on July 28 through 31, found sharp divisions between black and white voters on the issue. A full 57 percent of white voters are for "Stand Your Ground" laws, according to the poll, with the same number of black voters in opposition. The laws received strong support from male voters as well as Republicans and independents, while Democrats and women tended to be against them.
"'Stand Your Ground' splits the country sharply along political, gender and racial lines," Peter A. Brown, assistant director of the Quinnipiac University Polling Institute said in a press release. "With these kinds of numbers, it's unlikely the movement to repeal 'Stand Your Ground' will be successful in most of the country."
The country is about evenly split on how President Obama is doing, according to the poll, with 46 percent saying they approve and 48 percent saying they disapprove. The president is more trustworthy than Republicans in Congress when it comes to handling the economy, however, respondents said.
The poll surveyed 1,468 voters, and has a margin of error of 2.6 percentage points.

Pickering school stabbing rampage: 'It was just horrifying'
Dunbarton High School students ran for their lives Tuesday morning as a teen girl armed with two large knives allegedly rampaged through the halls randomly stabbing eight people.
Those who came face to face with her and narrowly escaped were shaken as they gathered out front of the school at Sheppard Ave. and Whites Rd. N.
“It was just horrifying,” Kristina Petrovska said.
The Grade 9 student said the girl came within a metre of her and stared.
“She almost stabbed me but I started sprinting for my life,” Petrovska said. “I was terrified.”
Petrovska said some students took shelter in the guidance office while she and others ran outside.
Ryan Dunklin, 15, said he was near the school’s front doors when the violence erupted around 8:30 a.m. — before classes had begun for the day.
He saw his schoolmates scatter but initially wasn’t sure why everyone was running.

Vandalism spree wrecks dozens of bus shelters throughout Edmonton
Vandalism has reached a whole new level in Edmonton, with police now investigating damage to dozens of bus shelters.
A spree of mischief left 71 bus shelters with broken glass, and 15 houses and cars with broken windows, police say.
The latest outbreak of vandalism started on Feb. 18, when police received reports of four vehicles and one house with broken glass in the Evansdale, Casselman and McLeod neighbourhoods.
The next night, seven vehicles and two homes were damaged in Abbottsfield, Casselman, Hairsine, McConachie and McLeod. Another vehicle in Kilkenny was also damaged on Saturday.

1. The NRA was originally not a civil rights organization.
The NRA was founded in 1871 after the Civil War by Army and Navy Journal editor William Conant Church (pictured above) and General George Wood Wingate of the Union Army, who were both dismayed at the horrible accuracy of Union soldiers during the Civil War. The original purpose of the organization was for rifle marksmanship training. However despite this, the NRA is the oldest civil rights organization in the United States.
2. The NRA has a history of being for gun control.
In 1934, the NRA supported the National Firearms Act, which served to regulate and tax firearms that were considered used by gangsters at the time. They also supported the Gun Control Act of 1968, which expanded on the system to license firearm dealers and prohibit criminals and those with mental impairments from owning firearms.
3. The NRA has a history of supporting the Civil Rights Movement.
While African Americans were being terrorized by the Ku Klux Klan, where the Klan were sometimes aided by local law enforcement, the NRA setup charters to help train local African American communities to be able protect themselves. The most prominent case being in 1960 in Monroe, N.C. where the local National Association for the Advancement of Colored People head Robert Williams also chartered an NRA Rifle Club that successully defended an assault on one of their leader's homes by the KKK without casualties.
4. The NRA is active in wildlife conservation.
The NRA supports wildlife conservation through efforts to open lands up to managed hunting. For example, under the Pittman-Robertson Act of 1937, proceeds obtained through a tax on hunting firearms and ammo were used specifically to research and rebuild a vast array of wildlife species and habitats. Today, the NRA continues to seek expansion on these measures. It's worth noting that the proceeds from taxes and licensing go to support the governmental agencies charged with environmental research and conservation management, as "little funding comes from taxes paid by the general public."

California Bill Could Give Illegal Immigrants Right to First-Time Homebuyer Assistance
A new bill introduced last month in California could allow illegal immigrants to receive the same benefits as citizens when purchasing a home for the first time.
Assembly Bill 1840, introduced Jan. 16 by Assemblyman Joaquin Arambula, would change existing law to allow illegal immigrants to be eligible for the California Dream for All Fund, which provides loans for a down payment on a home for first-time buyers.
“I wanted to ensure that qualified first-time homebuyers include undocumented applicants,” Mr. Arambula told GV Wire, an online news outlet based in Fresno.
The program already does not cost the state—as loans made are paid back eventually along with an appreciation fee—he said, and adding illegal immigrants would only widen the pool of applicants, he told the news outlet.
For those approved, the program provides loans for 20 percent of a home’s value, but no greater than $150,000, and purchasers repay it when selling or transferring the property plus 20 percent of any appreciation in its value. Those who make less than their county’s area median income pay 15 percent of the appreciation.
