The Making of British Socialism provides a new interpretation of the emergence of British socialism in the late nineteenth century, demonstrating that it was not a working-class movement demanding state action, but a creative campaign of political hope promoting social justice, personal transformation, and radical democracy. Mark Bevir shows that British socialists responded to the dilemmas of economics and faith against a background of diverse traditions, melding new economic theories opposed to capitalism with new theologies which argued that people were bound in divine fellowship. Bevir utilizes an impressive range of sources to illuminate a number of historical questions: Why did the British Marxists follow a Tory aristocrat who dressed in a frock coat and top hat? Did the Fabians develop a new economic theory? What was the role of Christian theology and idealist philosophy in shaping socialist ideas? He explores debates about capitalism, revolution, the simple life, sexual relations, and utopian communities. He gives detailed accounts of the Marxists, Fabians, and ethical socialists, including famous authors such as William Morris and George Bernard Shaw. And he locates these socialists among a wide cast of colorful characters, including Karl Marx, Henry Thoreau, Leo Tolstoy, and Oscar Wilde. Ten years ago, most scholars and students relied on bulky card catalogs, printed bibliographic indices, and hardcopy books and journals. Today, much content is available electronically or online. This book examines the history of one of the first, and most successful, digital resources for scholarly communication, JSTOR. Beginning as a grant-funded project of the Andrew W. Mellon Foundation at the University of Michigan, JSTOR has grown to become a major archive of the backfiles of academic journals, and its own nonprofit organization. Roger Schonfeld begins this history by looking at JSTOR's original mission of saving storage space and thereby storage costs, a mission that expanded immediately to improving access to the literature. What role did the University play? Could JSTOR have been built without the active involvement of a foundation? Why was it seen as necessary to spin off the project? This case study proceeds as an organizational history of the birth and maturation of this nonprofit, which had to emerge from the original university partnership to carve its own identity. How did the grant project evolve into a successful marketplace enterprise? How was JSTOR able to serve its twofold mission of archiving its journals while also providing access to them? What has accounted for its growth? Finally, Schonfeld considers implications of the economic and organizational aspects of archiving as well as the system-wide savings that JSTOR ensures by broadly distributing costs.

Deserts are commonly imagined as barren, defiled, worthless places, wastelands in need of development. This understanding has fueled extensive anti-desertification efforts -- a multimillion-dollar global campaign driven by perceptions of a looming crisis. In this book, Diana Davis argues that estimates of desertification have been significantly exaggerated and that deserts and drylands -- which constitute about 41% of the earth's landmass -- are actually resilient and biodiverse environments in which a great many indigenous people have long lived sustainably. Meanwhile, contemporary arid lands development programs and anti-desertification efforts have met with little success. As Davis explains, these environments are not governed by the equilibrium ecological dynamics that apply in most other regions. Davis shows that our notion of the arid lands as wastelands derives largely from politically motivated Anglo-European colonial assumptions that these regions had been laid waste by traditional uses of the land. Unfortunately, such assumptions still frequently inform policy. Drawing on political ecology and environmental history, Davis traces changes in our understanding of deserts, from the benign views of the classical era to Christian associations of the desert with sinful activities to later (neo)colonial assumptions of destruction. She further explains how our thinking about deserts is problematically related to our conceptions of forests and desiccation. Davis concludes that a new understanding of the arid lands as healthy, natural, but variable ecosystems that do not necessarily need improvement or development will facilitate a more sustainable future for the world's magnificent drylands.

Arguing that consensus is a central theme of the epic, David Elmer analyzes in detail scenes in which the poems three political communitiesAchaeans, Trojans, and Olympian godsengage in the process of collective decision making. These scenes reflect an awareness of the negotiation involved in reconciling rival versions of the Iliad over centuries. Lynn Jr. contend that managerial responsibility in American government depends on official respect for the separation of powers and a commitment to judgment, balance, rationality, and accountability in managerial practice. The authors argue that public managementadministration by unelected officials of public agencies and activities based on authority delegated to them by policymakersderives from the principles of American constitutionalism, articulated most clearly by James Madison. Public management is, they argue, a constitutional institution necessary to successful governance under the separation of powers. To support their argument, Bertelli and Lynn combine two intellectual traditions often regarded as antagonistic: modern political economy, which regards public administration as controlled through bargaining among the separate powers and organized interests, and traditional public administration, which emphasizes the responsible implementation of policies established by legislatures and elected executives while respecting the procedural and substantive rights enforced by the courts.
