In 2022, the Senate Agriculture Committee put forth the Digital Commodities Consumer Protection Act (DCCPA). The initial draft legislation included overly broad definitions that could be interpreted to capture DeFi protocols, developers, and other market participants, and would have imposed unworkable obligations originally designed for centralized businesses. This was due, in part, to a lack of understanding, resulting in zero distinction between DeFi and its centralized counterparts.
FTX was a major backer of the bill, meeting with Congress to see its implementation. Its collapse caught both policymakers and regulators off-guard, resulting in renewed calls for swift action.
In 2023, a new Congress will take their seats and will need to address the fallout from this debacle. The Blockchain Association is working to educate Congress so that Members can clearly distinguish the events of FTX from the broader crypto ecosystem.
This talk would serve as an update of where matters lie in Washington, DC, where they're going, and what is being done to protect DeFi moving forward.
