BBC Monitoring is a division of the British Broadcasting Corporation which monitors, and reports on, mass media worldwide. Based at Caversham Park in Caversham, Reading in southern England, it has a number of overseas bureaux including Moscow, Nairobi, Kiev, Baku, Tashkent, Cairo, Tbilisi, Yerevan, and Delhi. A signals-receiving station for BBC Monitoring is at Crowsley Park in South Oxfordshire, close to Caversham Park. BBC Monitoring selects and translates information from radio, television, press, news agencies and the Internet from 150 countries in more than 70 languages. Reporting produced by the service is used as open-source intelligence by elements of the British Government and commercial customers. The BBC announced in July 2017 that it planned to sell the site at Caversham Park and move employees to London.
The organisation was formed in 1939 to provide the British Government with access to foreign media and propaganda. It provided the government with valuable information during World War II, particularly in places where foreign journalists were banned. The organisation played an important role in helping observers keep track of developments during the Cold War, the disintegration of the Iron Curtain and collapse of the Soviet Union. Also monitored were the Yugoslav Wars and the Middle East.
Although administratively and editorially part of the BBC, until 2013 BBC Monitoring did not receive any funding from the licence fee; instead it was funded directly by its stakeholders as well as by subscriptions from official and commercial bodies throughout the world. The principal stakeholder is the Cabinet Office and subscriptions are also received from the Foreign and Commonwealth Office, the Ministry of Defence and the BBC World Service. Other customers include other government departments, private sector and third sector bodies.
In the 2010 BBC licence fee settlement, the BBC agreed to take on the government's funding of BBC Monitoring from 2013/2014, finding the £25 million required from the licence fee.

The electron-refractive effect or Electron Induced Permittivity Modification (EIPM) is an electro-optic effect observed in some crystals and amorphous materials, such as chalcogenide glasses and oxides, where the permittivity reduces or increases when the material is illuminated by high energy electrons, typically from an transmission electron microscope or scanning electron microscope. The effect is non-linear and reversible.
The effect was observed by N. Normand and O. Normand., who observed that the permittivity, of chalcogenide glass increased by as much as 5% when irradiated with an electron gun in the 30keV range; they also noticed that the change was accompanied by a change in the thickness of the film. Recently San-Roman-Alerigi, Anjum and Ooi, demonstrated that the permittivity of chalcogenide thin films could also be reduced by as much as 50% when the sample was illuminated by 300keV electrons; moreover they also demonstrated that the electron induced permittivity modification was reversible.
The change in permittivity occurs because of the disruption in the atomic structure of the materials. That is, the changes are due to the breaking of bonds and re-bonding within the atomic structure of the amorphous or crystalline structures. This modification in turn modifies the carrier traps within the band structure, reducing them, and hence ensuing the decrement in the permittivity This contrasts with the photorefractive effect where the change is induced by the alteration in the electron distribution due to the photon-absorption.

Intracardiac injections are injections that are given directly into the heart muscles or ventricles. They are used in emergencies.
The practice of intracardiac injection originated in the 1800s. It was commonly performed during the 1960s, as it was considered the fastest way to get medication to the heart. The practice began declining during the 1970s as more reliable delivery methods (i.e., intravenous, endotracheal, and intraosseous) came into use. Around that time, studies revealed that intravenous injections were equally effective and were less prone to risks and complications.
Intracardiac injections of drugs were generally used only to provide emergency drugs to a patient if other approaches would be ineffective; for example if drugs could not be administered intravenously due to individual circumstances. The procedure is performed by inserting a long spinal needle into the ventricular chamber. The needle is inserted in the fourth intercostal space between the ribs. Today it is considered obsolete, and other routes to give drugs are preferred (i.e. via an endotracheal tube or intraosseous (direct in the bone))
The two primary complications are injury to the coronary artery and hemorrhage within the pericardium, or tamponade (blood filling the external covering of the heart, called pericardium, causing external pressure on the heart which prevents it from filling). The probability of complications can be reduced by using a narrow gauge of needle.
