So basically what you do is you walk up to a lock which you have to shoot off, empty all your ammo, find a new magazine somewhere in the area, then continue to pick it up and drop it.
Do this 100 times and you get 100 magazines. Your gun can hold 10+1 shots, so essentially you have 1101 shots in the beginning of the game.
