Officer Shoots Fleeing Suspect Who Reached Down To Pick Up a Handgun He Dropped
* (Disclaimer: This video content is intended for educational and informational purposes only) * Racine, Wisconsin — The Racine County District Attorney's Office released body camera footage of the May 20 fatal police shooting of 37-year-old Da'Shontay King Sr., in conjunction with the decision not to file charges against the officer involved, Zachary Brenner. Police said they stopped a car while executing a search warrant for a felon in possession of a firearm. According to police, King ran from the car with a gun and led an officer on a foot chase. Officer Brenner chased King over a fence and a small hill. In the video, King then appears to drop a gun. When King lunged toward it, Officer Brenner opened fire.
Officers provided CPR, police said, but King died at the hospital. A .9mm handgun was recovered from King. An analysis at the Wisconsin State Crime Lab revealed the handgun had also been used at a shooting in the area of Edgewood and St. Patrick on April 21. Chief Robinson says that shooting resulted in property damage. The gun contained King's DNA. The King family attorney, William Sulton, said he’s requesting the final cause of death in the medical examiner’s report which he believes will show the officer used unreasonable force to stop King.

East Northport, New York — On the evening of October 10, 2023, two SCPD officers responded to a residence in East Northport, Suffolk County. When officers arrived, they encountered 54-year-old Alan Weber, wielding what appeared to be two swords. When Weber walked towards the officers, one of the officers tased him, but the taser failed to subdue him. Weber again advanced towards the officers, and the other officer fired his service weapon in response. Weber was taken to a local hospital, where he was pronounced dead. Officers recovered two fencing swords at the scene.

Port Orange, Florida — On March 19, 2024, at approximately 12:19 a.m., Port Orange Police Department officers were dispatched to a well-being check, in reference to a reported subject. One officer was attempting contact at the front of the residence while a second officer was behind the residence also attempting contact. The subject exited the front door of the residence, armed with a large kitchen knife. The subject began charging toward one officer with the knife in hand and was given several commands to drop the knife. The officer fired three rounds from his department issued handgun, wounding the subject. Officers began immediately providing medical care to the subject, but he was later pronounced deceased.

Atlanta, Georgia — Atlanta Police released three lengthy bodycam videos Tuesday evening that show the moments before and after one of the officers shot a person. On Monday, September 21, 2020, the Georgia Bureau of Investigation was requested by the Atlanta Police Department to conduct an officer involved shooting investigation. Preliminary information indicates that at approximately 7:25 p.m., a 911 call was placed about a domestic disturbance near 510 Cassanova Street SE, Atlanta, Fulton County, Georgia. When officers arrived, they observed Dearian Bell, 28, of Atlanta, and his wife inside a vehicle. At some point, Bell retrieved a firearm from the vehicle and exited the vehicle. For approximately 12 minutes, Bell held the firearm and walked around the area ignoring verbal commands to put the gun down. At one point, Bell advanced toward an APD officer. At that time, the APD officer discharged her firearm, striking Bell. Officers rendered aid to Bell at the scene. Bell was transported to a local area hospital where he was pronounced deceased. No officers were injured during the incident.

Bakersfield, California — On March 18, 2023, at approximately 10:21 p.m., officers with the Bakersfield Police Department responded to a report of an adult male subject, armed with a knife, behaving erratically in the parking lot of a business in the 1500 block of White Lane. At 10:52 p.m., officers located the adult male in the 1500 block of White Lane armed with a possible knife. Officers attempted to contact the man; however, he fled on foot eastbound on White Lane. An additional responding officer made contact with the suspect in the 900 block of White Lane and the officer discharged his firearm at the suspect who was struck. Officers rendered medical aid to the man and he was transported to an area hospital by medical aid. A screwdriver was recovered at the shooting scene. The adult male suspect was declared deceased at the hospital. No officers were injured. The man killed in the shooting was later identified as 35-year-old Guillermo Padron Huerta, of Bakersfield by the Kern County coroner’s office. The involved officer was identified as officer B. Mouser. He has been with the department for around two years. Mouser has been placed on paid administrative leave while the investigation is ongoing.

Manchester, Connecticut — On Sunday, July 16, 2023, at approximately 6:39 p.m., Manchester Police Officer Haylee Ouellette responded to 243-A North Main Street on a report of a domestic disturbance. Upon arrival, Officer Ouellette entered the residence and was confronted by 58-year-old Joseph Diloreto. Diloreto, who was armed with a knife, immediately became belligerent with Officer Ouellette. As he advanced toward Officer Ouellette, she put out her hand to stop him and he slapped her hand away. Diloreto yelled “Shoot me.”
In an effort to neutralize Diloreto, Officer Ouellette deployed her taser, but it was unsuccessful. Diloreto, still holding the knife, then advanced on Officer Ouellette. She retreated to an adjacent courtyard repeatedly commanding Diloreto to drop the knife. Diloreto disregarded these commands and continued to advance on Officer Ouellette shouting “Hit me, hit me, hit me.” Ultimately, Officer Ouellette discharged her handgun multiple times striking Diloreto in the upper left thigh. He fell to the ground and Officer Ouellette was able to secure the knife and handcuff him. Manchester Fire EMS treated Diloreto on scene and he was transported to Hartford Hospital with non-life threatening injuries.
Diloreto was released from Hartford Hospital on Tuesday. He was charged with Threatening in the Second Degree, Criminal Attempt to Commit Assault in the First Degree, and Assault of Public Safety Personnel. He is being held at the Manchester Police Department on a $250,000 court-set bond and will be arraigned in Manchester Superior Court on Wednesday if he does not post bond.

Riverside, California — On Monday, July 25, 2022 at approximately 5:18 p.m., the City of Riverside’s Public Safety Communications Center received calls of two home invasion robberies occurring at a mobile home park in the 2900 block of Atlanta Avenue in Riverside. While officers were responding, they learned this same suspect also just carjacked an Amazon delivery van before fleeing the mobile home park.Officers made contact with the Amazon driver and were able to locate the stolen delivery van through GPS tracking.
At the same time, our dispatch center was receiving several calls of an Amazon delivery van colliding into parked vehicles along Arlington Avenue. Officers spotted the stolen delivery van at Arlington Avenue and Victoria Avenue and attempted to stop it. The suspect failed to yield and led them on a pursuit through city streets toward the 60 Freeway. He crossed the center median along Martin Luther King Boulevard and struck a vehicle at Canyon Crest Drive just before entering the eastbound 60 Freeway.
The suspect continued on the freeway for several minutes when he intentionally collided with three occupied vehicles. The delivery van became disabled west of Day Street and the suspect ran on foot across the westbound lanes of the freeway in his attempt to evade arrest. He could not climb over the tall barrier wall and pursuing officers safely took him into custody. There were no serious injuries to any of the victims who were attacked, robbed, and struck by this suspect, although he did cause significant damage to several vehicles while fleeing apprehension.
Quintin Jarnall Larks, 32-years-old of Las Vegas, was arrested and taken to a local hospital for medical clearance. He was then later booked into the Robert Presley Detention Center for attempted murder, home invasion robbery, carjacking, assault with a deadly weapon, reckless evading of police, and suspicion of driving under the influence of drugs causing injury. He is being held on 1 million dollars bail.

Paul O'Neal, 18, was shot in the back by police on July 28 during a stolen vehicle investigation on Chicago's South Shore, as he ran away from the responding officers. Videos from the scene show that O'Neal was placed in handcuffs after he was shot and 'left to die', his family said Friday after watching the footage, describing what happened as 'an execution' and 'cold-blooded murder'. None of the officers are seen rendering any aid to O'Neal as hey lay bleeding. Additionally, crucial coverage of the actual shooting was not included in the multiple videos released, with officials saying the body camera that captured the killing was not turned on at the time.
'We just watched a family watch the execution of their loving son. It is one of the most horrific things I have seen,' Michael Oppenheimer, the family's lawyer, said at a press conference after seeing the footage. Oppenheimer continued: 'These police officers decided to play judge, jury and executioner.' The release of the videos marks the first time the city have made public such material in a fatal police shooting under a new policy that calls for it to do so within 60 days. Three of the officers involved in the shooting were relieved of their police powers after O'Neal's death was ruled a homicide. He officially died of a gunshot to the back.
Officers relieved of police powers must turn in their badges and cannot make arrests. The officers that appear in the video appear to be all white men, with one Hispanic. The videos do not show the moment O'Neal was shot. Oppenheimer described police not releasing footage of the actual shooting as 'a cover up'. Police said on Monday that the body camera that should have captured the shooting was 'not working' at the time. Department spokesman Anthony Guglielmi said an investigation is underway to determine why the equipment did not capture the killing of O'Neal. The officers in question received their body cams '8-10 days' prior, Guglielmi said.
'We don't believe there was any intentional misconduct with body cameras,' he said. However, in one of the videos, an officer is heard saying to three other officers about their body cameras: 'Make sure these are all off now.' O'Neal, from Chicago, was shot last Thursday night during a stolen vehicle investigation in the city's South Shore neighborhood. Authorities have said officers stopped a Jaguar convertible that had been reported stolen at the corner of 73rd Street and South Merrill Avenue. Police said officers opened fire after the driver, identified as O'Neal, put the car in drive and sideswiped a squad car and a parked vehicle.
At least two officers are seen shooting at the car as it flees down the suburban street. The Jaguar then crashes and the driver - believed to be O'Neal - is seen fleeing the vehicle, running into a nearby yard. The president of the Chicago police officer's union lamented the release of video evidence, saying that it is unfair to the officers, could turn public opinion against them and even jeopardize their own safety. 'These guys live in the neighborhoods, their kids go to school, and their photos will be all over the Internet,' he said. 'It doesn't mean they did anything wrong but someone may see it and perceive the officers should not have taken the actions they did.'
The policy of releasing the footage is part of an effort to restore public confidence in the department after video released last year showing a black teenager Laquan McDonald. McDonald, who was shot 16 times by a white officer, sparked protests and led to the ouster of the former police superintendent. The shooting of Laquan McDonald, and the initial statements by a union spokesman about McDonald lunging at police that turned out to contradict what was on the video, raised serious questions about what the public was being told about police shootings. Investigators from Chicago's Independent Police Review Authority, which investigates police misconduct cases and officer-involved shootings, arrived at the scene and obtained footage from cameras that the officers were wearing or were mounted on their squad cars.

Deltona, Florida — On June 8, 2023, around 4:30 p.m. 47-year-old Fabiola Robles called 911 and reported “My next-door neighbor’s kid is drowning right now.” She repeated the claim as a 911 dispatcher confirmed location and other information. While en route, a patrol vehicle traveling with lights and sirens active through the intersection of Providence and Fort Smith boulevards was struck by a vehicle in a T-bone crash. Both deputies in the car were ultimately transported to a hospital for evaluation and treatment of their injuries. Upon arrival on scene, other deputies and members of the Deltona Fire Department quickly determined no child was actually drowning. At the house where the drowning was alleged to have happened, the neighbor told deputies that Robles had been complaining all day about the noise his children were making in the back yard.
There was no pool or other body of water there, only an inflatable water slide. When asked if she ever actually saw a child drowning, Robles said she didn’t. The call type was then changed from a drowning to a noise complaint. In addition to the 3 deputies and 3 Deltona Fire units who responded to the false drowning call, multiple deputies, Deltona Fire, Volusia County EMS and Florida Highway Patrol units responded to the scene of the traffic crash. Robles was arrested on Wednesday, June 14. She is charged with misuse of 911 after she made a false report of a child drowning, prompting an emergency response that led to a serious traffic crash in which two deputies were injured. Robles was booked at the Volusia County Branch Jail, where she later posted $5,000 bond.
