In order to make informed, intelligent policies, the full story about an issue has to be known. Instead, decisions are made for us, on the basis of partial truths. Why is that?
Note: the situation is likely a lot more dire, as groups like: (a) TFWP; (b) IMP; and (c) students are rarely considered. How many stay, and how many go? Don't know, as there is little tracking of this done.
