Justin Bieber won't be 'Canadian' on Spotify under Bill C-11

OTTAWA — Justin Bieber may be one of the top-selling musicians of all time, with a clutch of Grammy Awards and Junos to his name.
The 28-year-old Ontario-born singer-songwriter has also been named one of the most influential people in the world, and top 10 most powerful celebrities.
But are his songs Canadian enough for the government's online streaming bill?
Spotify, the world's biggest streaming platform, where Bieber's hits have been listened to millions of times, has doubts.
It says songs by Bieber and other well-known Canadian artists may not be counted as officially Canadian under Bill C-11, which is now moving through Parliament.
Among the tracks unlikely to qualify under the strict Canadian content rules, Spotify says, are Bieber’s "Ghost," Tate McRae’s “She's All I Wanna Be” and Moroccan-Canadian singer Faouzia’s "Anybody Else."
The bill aims to update the Broadcasting Act to bring streaming platforms under the same rules as traditional broadcasters, including requiring them to promote Canadian content.
To qualify as Canadian, songs must tick a series of boxes.
Why Bill C-11—the Online Streaming Act—is bad news for Canadian YouTubers like myself
Canadian creators are at risk of having their content and visibility diminished by the passing of the Online Streaming Act, says YouTuber J.J. McCullough, who recently opposed Bill C-11 in Parliament.
On Tuesday, Bill C-11, a law that will regulate online media from services such as YouTube or Netflix passed through to the Senate, leaving and YouTubers and other content creators in Canada increasingly worried that the bill threatens the way content creators earn a living by affecting visibility and potentially limiting video views.
Referred to as the Online Streaming Act, Bill C-11intends to highlight and promote Canadian content—CanCon in the world of streaming—and would put online content under the jurisdiction of the Canadian Radio-television and Telecommunications Commission (CRTC). This would require streaming platforms to showcase Canadian content more than they currently do.
That means that platforms like Netflix would have to recommend more Canadian-made shows like Schitt’s Creek or other Canadian-made content ahead of non-Canadian content.
This is a worry for content creators on YouTube in particular, where its algorithm curates and recommends videos based on feedback from users based on everything from how long a video is viewed to how quickly it is skipped.
Rogers customers grow increasingly frustrated on 3rd day without cell, internet service
After waiting hours on hold to speak with a Rogers representative, Rosanna Minicucci was still no closer to finding out when her landline, internet and TV service might be restored.
"I stayed five hours on hold, on the line. People are obviously calling — there are obviously a lot of people out there still with no service," Minicucci, who lives in Vaughan, north of Toronto, said.
Her service was restored on Sunday night — more than 60 hours after it went out — but it remained glitchy, she said
Minicucci was one of a number of Rogers customers who told CBC News they were still struggling to use their phones, internet and other Rogers services more than two days after Friday's nationwide outage caused major disruptions, including to 911 lines and banking services.

In a statement on Sunday afternoon, Rogers said its networks and systems were "close to fully operational," with service restored to "the vast majority" of customers.
