The City of Chicago’s project to divert the waterways of the Chicago River in order to avoid the pollution within their city, just to make another pollution problem in the Illinois River, is an example of the nature of government, which is to be wasteful. What actually decreased the amount of pollution was the Union Stock Yard’s entrepreneurs, namely industrialist Philip Armour, finding ways to take every byproduct from the production of packaging meat and finding ways to sell it. From bones made into bone meal, to blood made into useful powder, it was the profit motive that incentivized entrepreneurs to turn waste into a good. There is no need for the government to intervene in order to correct the “failures'' of the market. We are faced with the reality of how the free market fixes problems, and the government just causes more problems.
