This volume is a very interesting research project that includes the most careful work on constitutional power and limits to authority of which I am aware. In general, the contributors find that constitutional negotiations normally took place in settings where uncertainty was considerable. They also find that the more detailed the characterization of power relationships, the more liberal and durable the democracy tends to be. Roger D. This book is a critical experiment that tracks the literary and poetic uses of musical notation and notational methods in North American long poems from the middle of last century to the contemporary moment. Poets have readily referred to their poems as scores. Yet, in this study, Carruthers argues that the integration of musical scores in expansive works of this period does more work than previously thought, offering both resolution and escape from the demands placed on long poem form. The five case studies, on Langston Hughes, Armand Schwerner, BpNichol, Joan Retallack and Anne Waldman, offer approaches to reading literary scores in what might be described as a critical stave or a critical fugue of instances. In differing ways, musical notation and notational methods impact the form, time and sometimes the ethical and political stances of these respective long poems.

This changed rapidly in the 1920s, when the Soviet Union implemented plans for its conquest. The Conquest of the Russian Arctic, a definitive political and environmental history of one of the worlds remotest regions, details the ambitious attempts, from Soviet times to the present, to control and reshape the Arctic, and the terrible costs paid along the way. Paul Josephson describes the effort under Stalin to assimilate the Arctic into the Soviet empire. Extraction of natural resources, construction of settlements, indoctrination of nomadic populations, collectivization of reindeer herding--all was to be accomplished so that the Arctic operated according to socialist principles. The project was in many ways an extension of the Bolshevik revolution, as planners and engineers assumed that policies and plans that worked elsewhere in the empire would apply here. But as they pushed ahead with methods hastily adopted from other climates, the results were political repression, destruction of traditional cultures, and environmental degradation. The effects are still being felt today. At the same time, scientists and explorers led the world in understanding Arctic climes and regularities. Vladimir Putin has redoubled Russias efforts to secure the Arctic, seen as key to the nations economic development and military status. This history brings into focus a little-understood part of the world that remains a locus of military and economic pressures, ongoing environmental damage, and grand ambitions imperfectly realized. **

In 2004, the French government instituted a ban on the wearing of conspicuous signs of religious affiliation in public schools. Though the ban applies to everyone, it is aimed at Muslim girls wearing headscarves. Proponents of the law insist it upholds Frances values of secular liberalism and regard the headscarf as symbolic of Islams resistance to modernity. The Politics of the Veil is an explosive refutation of this view, one that bears important implications for us all. Joan Wallach Scott, the renowned pioneer of gender studies, argues that the law is symptomatic of Frances failure to integrate its former colonial subjects as full citizens. She examines the long history of racism behind the law as well as the ideological barriers thrown up against Muslim assimilation. She emphasizes the conflicting approaches to sexuality that lie at the heart of the debate--how French supporters of the ban view sexual openness as the standard for normalcy, emancipation, and individuality, and the sexual modesty implicit in the headscarf as proof that Muslims can never become fully French. Scott maintains that the law, far from reconciling religious and ethnic differences, only exacerbates them. She shows how the insistence on homogeneity is no longer feasible for France--or the West in general--and how it creates the very clash of civilizations said to be at the root of these tensions. Swedish Design A History provides a fascinating and comprehensive introduction to the development of design in Sweden from the mid-nineteenth century to the early twenty-first.
