The City Watch are trying to gain political points and funding. They want to win over the hearts and minds of the citizens by proving they can in fact do their jobs. Naturally, this means they have turned to arresting and consfiscating anything they think is easy enough on their part but which makes them look like they have done something for the common good. Last week, Basso's shop got raided, and they made off with his perfectly legitimate collection of master keys. No taffer in the City would have taken them from him. He is too useful for us to incriminate him like that, but the City Watch made sure people knew they had them. So when I steal them back, well, I suppose they are not going to get that funding increase anytime soon. I will need to be very careful though: If there is even the slightest hint that someone they didn't invite to their officer's club on Rue Du Maine got to the safe with the master keys, Basso and me would be in big trouble.
