As long as you aren’t watching too far in the future, you will guaranteed be able to downgrade iOS 13.5.1 to 13.5 without losing data! However if iOS 13.5 is out for over 1 week, there is a very high chance that this tutorial on how to downgrade iOS 13.5.1 to 13.5 will be patched by Apple.
