I used a mod to access classic Luis in Mercenaries, but I think there's an official way to select or unlock the costume in the mode as his Mercenaries entry is configured to load either his or classic outfit.
I'm also using a mod I created that enables hair strands for Luis in Mercenaries. I can link it here once it's uploaded.
Luis is a bit tricky to use on Docks, but he can demolish the bosses quite easily if you save up Mayhem Mode.
