Catalytic Converters and CARB Regulations
Catalytic converters reduce air pollutants by chemically converting carbon monoxide, unburned hydrocarbons and nitrogen oxides into harmless compounds, and have been original equipment on most passenger vehicles since 1975.
Back then, catalytic converters became standard equipment on new vehicles to comply with regulations originally introduced and enforced by the U.S. Environmental Protection Agency (EPA). But in the years since, auto manufacturers have adopted California’s much-stricter regulations as the de facto law of the land in their catalytic converter design specifications, and an increasing number of U.S. states have adopted those California Air Resources Board (CARB) rules for auto and truck emissions control systems requirements.
Most recently, effective January 1, 2021, Colorado joined California, New York and Maine to become the fourth state to require that catalytic converters installed in any vehicle must be either the original equipment converter or a new aftermarket catalytic converter certified to meet CARB emissions standards.
According to CARB regulations, a new aftermarket catalytic converter may be installed when the vehicle is beyond its emissions warranty period and a legitimate need for replacement has been established. New vehicles are covered under the federal emissions warranty of 8 years or 80,000 miles and 15 years or 150,000 miles for partial zero emission vehicles (PZEV), whichever comes first. Beyond failure due to wear and fatigue, reasons for catalytic converter replacement may include damage resulting from vehicle accidents, cracked or melted substrate, or converter malfunctions.
The penalties for not following CARB rules are stiff. Fortunately, it’s easy to identify a CARB-compliant catalytic converter, because by law, all CARB-compliant converters are clearly stamped with the Executive Order Number issued by the Air Resources Board (ARB), the product part number, the month and year of manufacture, and a directional flow arrow.
