The beginnings of the modern city, which was originally named Gastown, grew around the site of a makeshift tavern on the western edges of Hastings Mill that was built on July 1, 1867, and owned by proprietor Gassy Jack. The original site is marked by the Gastown steam clock. Gastown then formally registered as a townsite dubbed Granville, Burrard Inlet. The city was renamed "Vancouver" in 1886, through a deal with the Canadian Pacific Railway (CPR). The Canadian Pacific transcontinental railway was extended to the city by 1887. The city's large natural seaport on the Pacific Ocean became a vital link in the trade between Asia-Pacific, East Asia, Europe, and Eastern Canada.
Vancouver has hosted many international conferences and events, including the 1954 Commonwealth Games, UN Habitat I, Expo 86, APEC Canada 1997, the World Police and Fire Games in 1989 and 2009; several matches of 2015 FIFA Women's World Cup including the finals at BC Place in Downtown Vancouver,[18] and the 2010 Winter Olympics and Paralympics which were held in Vancouver and Whistler, a resort community 125 km (78 mi) north of the city. In 1969, Greenpeace was founded in Vancouver. The city became the permanent home to TED conferences in 2014.
As of 2016, Port Metro Vancouver is the fourth-largest port by tonnage in the Americas, the busiest and largest in Canada, and the most diversified port in North America. public discussions about money laundering in our province. The inquiry and continuing
discussions will help Canadians understand the problem of money laundering, explore its root
causes, and develop policy and legal options. Canada is a democracy under the rule of law. All
Canadians should work together to uphold the rule of law, safeguard national security and public
safety, and combat domestic and international crime.
The purpose of the Cullen Commission of Inquiry into Money Laundering in British Columbia
(hereinafter “the Commission”) is to address the problem of money laundering in British Columbia
and make recommendations on how to improve our anti-money laundering (AML) systems.1 This
independent research report discusses topics concerning how Chinese Canadians in B.C. perceive
money laundering and its predicate crimes, patterns and trends in the flow of money from China,
Chinese foreign exchange control measures, methods of transferring funds out of China without
violating the rules, grey areas and loopholes, risks of irregularities and money laundering,
important geopolitical and national security factors to be taken into consideration for the
development of policy and legal options, et al. The discussion of legal and policy options on issues
regarding the flow of money laundering from China must take into consideration the broad context
of Canada’s increasingly complicated relations with China. Canada’s relationship with China has
permanently changed in the past two years. Instead of talking about friendship or confrontation
only, Canada must take a more comprehensive and balanced approach with greater caution and
determination in dealing with all the important issues in its relationship with China, including
cooperation in combating money laundering and other organized crime.
It is worth noting that the discourse in the mainstream media regarding money laundering in recent
years has involved a significant component of “Chinese money moving out of China” into Canada.
Numerous news reports and commentaries concentrated on “Chinese money laundering” in the
Lower Mainland. I believe it is a misperception to treat money laundering in B.C. primarily as a
“China” and “Chinese” problem, even though we have seen a significant number of cases
involving suspects and criminals of Chinese descent.
Many Chinese Canadians and immigrants in B.C. share the same concerns with other Canadians
about the magnitude and harm of money laundering and its ties to organized crime. We felt
outrageous to read the news stories of suspicious cash transactions in B.C. casinos, fentanyl
overdoses in Vancouver, criminals living in mega-mansions, crooks making a fortune by helping
immigrants to cheat, rich youngsters buying Lamborghinis with bundles of cash, and gangsters
shipping supercars overseas then claiming false insurance. All of these should have been properly
recorded, reported, analyzed, and thoroughly investigated.
Like other Canadians, many Chinese Canadians are puzzled to know that the majority of money
laundering cases in Canada have resulted in dropped charges and the accused being set free. A
Chinese language media outlet once posted a news story under the title “Shocking! A Richmond
VANCOUVER—British Columbia will start its own efforts to stop money laundering in light of failures by the federal government, says the province’s attorney general following Wednesday’s release of a report that places much blame for the amount of illicit cash flowing through B.C. on federal agencies.
David Eby says the Cullen Commission’s highlighting of the ineffectiveness of Ottawa’s efforts mean the province has to strike out on its own.
“It’s hard not to reach the conclusion the commissioner clearly did,” Eby said to reporters in Vancouver, following the report’s release. “The province needs to assume the responsibilities that previously the federal government would have done.”
The report says the amount of money being laundered in B.C. is “enormous,” but it wasn’t able to conclude that money laundering has had a major effect on B.C.’s real estate prices — long a subject of speculation and debate in the province.
One area where B.C. may now take over is the regulation of money services, Eby said.
The report also recommends the province start its own intelligence unit to investigate money laundering.
“Over the past two decades, the federal government has enacted increasingly complex legislation aimed at addressing money laundering activity,” reads the report by former B.C. Supreme Court justice Austin Cullen.

What Is Property Tax?
Property tax is a tax paid on property owned by an individual or other legal entity, such as a corporation. Most commonly, property tax is a real estate ad-valorem tax, which can be considered a regressive tax. It is calculated by a local government where the property is located and paid by the owner of the property. The tax is usually based on the value of the owned property, including land. However, many jurisdictions also tax tangible personal property, such as cars and boats.
The local governing body will use the assessed taxes to fund water and sewer improvements, and provide law enforcement, fire protection, education, road and highway construction, libraries, and other services that benefit the community. Deeds of reconveyance do not interact with property taxes.
Understanding Property Tax
Property tax rates and the types of properties taxed vary by jurisdiction. When purchasing a property, it is essential to scrutinize the applicable tax laws.
In most Organization for Economic Co-operation and Development (OECD) countries, immovable property tax represents a low proportion of federal revenue when compared to income taxes and value-added taxes. However, the rate in the United States is substantially higher than in many European countries.1 Many empiricists and pundits have called for an increase in property tax rates in developed economies. They argue that the predictability and market-correcting character of the tax encourages both stability and proper development of the real estate.
How Does Property Tax Work?
The amount owners owe in property tax is determined by multiplying the property tax rate by the current market value of the lands in question. Most taxing authorities will recalculate the tax rate annually. Almost all property taxes are levied on real property, which is legally defined and classified by the state apparatus. Real property includes the land, structures, or other fixed buildings.2
Ultimately, property owners are subject to the rates determined by the municipal government. A municipality will hire a tax assessor who assesses the local property. In some areas, the tax assessor may be an elected official. The assessor will assign property taxes to owners based on current fair market values. This value becomes the assessed value for the home.
The payment schedule of property taxes varies by locality. In almost all local property tax codes, there are mechanisms by which the owner can discuss their tax rate with the assessor or formally contest the rate. When property taxes are left unpaid, the taxing authority may assign a lien against the property. Buyers should always complete a full review of outstanding liens before purchasing any property.
Property Tax vs. Real Estate Tax
People often use the terms property tax and real estate tax interchangeably. And it's partially true: Real estate tax is a property tax. However, that's not true the other way around. Not all property taxes are real estate taxes.
As noted above, in addition to real estate, many jurisdictions also levy property taxes against tangible personal property. According to a 2019 report by the Tax Foundation, 43 states tax tangible personal property.3 Both types of property are tax deductible if you file Schedule A with your income taxes. However, since the Tax Cuts and Jobs Act, the amount of state and local taxes (SALT) taxpayers could deduct on their federal income taxes fell from no limit to $10,000 per year for either married couples or single taxpayers. Those in the married filing separately category have a $5,000 cap.4
So here's the difference: Real estate taxes are taxes on real property only; property taxes can include both real property and tangible personal property.
