Is our system of social security, which involves an annual dispersement of thirty billion dollars, as effective and as equitable as it might be? J. Douglas Brown's analysis of the policies of this program and the philosophy on which it was built offers insights into its relation to our social and political systems.He was one of a small number of people who drafted the original Social Security program enacted in 1935.He views a national welfare system as a necessary adjunct to our national system of social insurance (Social Security, Medicare, etc.) and fears that without it the role of social insurance to prevent dependency may be distorted. Between Crown and Commerce examines the relationship between French royal statecraft, mercantilism, and civic republicanism in the context of the globalizing economy of the early modern Mediterranean world. This is the story of how the French Crown and local institutions accommodated one another as they sought to forge acceptable political and commercial relationships with one another for the common goal of economic prosperity. Junko Therese Takeda tells this tale through the particular experience of Marseille, a port the monarchy saw as key to commercial expansion in the Mediterranean. At first, Marseilles commercial and political elites were strongly opposed to the Crowns encroaching influence. Rather than dismiss their concerns, the monarchy cleverly co-opted their civic traditions, practices, and institutions to convince the citys elite of their important role in Levantine commerce. Chief among such traditions were local ideas of citizenship and civic virtue. As the citys stature throughout the Mediterranean grew, however, so too did the dangers of commercial expansion as exemplified by the arrival of the bubonic plague. Marseilles citizens reevaluated citizenship and merchant virtue during the epidemic, while the French monarchy's use of the crisis as an opportunity to further extend its power reanimated republican vocabulary. Between Crown and Commerce deftly combines a political and intellectual history of state-building, mercantilism, and republicanism with a cultural history of medical crisis. In doing so, the book highlights the conjoined history of broad transnational processes and local political change.

For James McMichael, Joyce's Ulysses invites the wide range of interpretations it has received: what it also does is to prod its interpreters to put the book to some just use. If Ulysses were more conventional than it is, McMichael claims, its readers could set more comfortable limits for themselves in their responses to it, limits that did not extend beyond Ulysses into their dealings with persons in the world. But what happens instead is that the singularly unconventional narrative structure of Ulysses keeps reminding them that the story they are being told about any of the characters is the same kind of story they tell themselves whenever they think about a person. It reminds them that every person needs to be responded to justly and that the justice of their response to any person depends on how justly they characterize that person in their thoughts. McMichael insists that it is justice that Joyce himself most wants. In a 1968 speech on British immigration policy, Enoch Powell insisted that although a black man may be a British citizen, he can never be an Englishman. This book explains why such a claim was possible to advance and impossible to defend. Ian Baucom reveals how Englishness emerged against the institutions and experiences of the British Empire, rendering English culture subject to local determinations and global negotiations. In his view, the Empire was less a place where England exerted control than where it lost command of its own identity. Analyzing imperial crisis zones--including the Indian Mutiny of 1857, the Morant Bay uprising of 1865, the Amritsar massacre of 1919, and the Brixton riots of 1981--Baucom asks if the building of the empire completely refashioned England's narratives of national identity. Military Politics and Democracy in the Andes challenges conventional theories regarding military behavior in post-transition democracies. Through a deeply researched comparative analysis of the Ecuadorian and Peruvian armies, Maiah Jaskoski argues that militaries are concerned more with the predictability of their missions than with sovereignty objectives set by democratically elected leaders. Jaskoski gathers data from interviews with public officials, private sector representatives, journalists, and more than 160 Peruvian and Ecuadorian officers from all branches of the military. The results are surprising. Ecuadors army, for example, fearing the uncertainty of border defense against insurgent encroachment in the north, neglected this duty, thereby sacrificing the states security goals, acting against government orders, and challenging democratic consolidation. Instead of defending the border, the army has opted to carry out policing functions within Ecuador, such as combating the drug trade. Additionally, by ignoring its duty to defend sovereignty, the army is available to contract out its policing services to paying, private companies that, relative to the public, benefit disproportionately from army security. Jaskoski also looks briefly at this theory's implications for military responsiveness to government orders in democratic Bolivia, Colombia, and Venezuela, and in newly formed democracies more broadly.
